Requirements
- A bachelor's degree from an accredited college or university.
- Five years of demonstrated competency in one laboratory specialty as a Clinical Laboratory Scientist that the individual directs, or demonstrated competency in supervision or management.
- A valid State of California license as a Clinical Laboratory Scientist.
Responsibilities
- Provide direct supervision and work direction of all technical personnel on all shifts working in Pathology, Microbiology, Chemistry, Hematology, Blood Bank, and Phlebotomy.
- Provide supervision and direction of Point of Care testing, including evaluating requests for bedside testing instrumentation based on medical necessity, cost, and efficiency and involving key laboratory and non-laboratory personnel in the evaluation process.
- Monitor and maintain the Laboratory's Quality Assurance Program and implement changes that improve quality of service.
- Interview, hire, counsel, and discipline employees as needed.
- Evaluate work performance of all technical staff and Point of Care staff and write annual performance reviews.
- Resolve employee conflicts and personnel problems that impede departmental morale.
- Comply with established departmental policies, procedures, objectives, safety, environmental, and infection control standards.
- Review and approve prepared work schedules and ensure efficient, competent, and cost-effective staffing on all shifts.
- Provide training and department orientation for newly hired technical personnel and evaluate their performance after six months of employment.
- Ensure that technical personnel are competent in the areas for which they have been trained and document annual competency in personnel files.
- Ensure the quality, accuracy, and timeliness of reported laboratory test results.
- Promote continual improvement of laboratory quality assurance and performance improvement goals; participate in hospital quality assurance and continuous quality improvement processes; ensure timely completion and distribution of quality assurance reports; and maintain quality assurance, quality control, and inter-laboratory quality control records.
- Provide consultation to laboratory clients regarding the quality and interpretation of test results in relation to specific patient conditions, act as a liaison between medical staff and pathologists, and perform assigned miscellaneous duties and testing.
- Communicate with pathologists regarding abnormal findings and clinical issues requiring pathologist review or intervention.
- Ensure compliance with laboratory accreditation requirements, including CAP and JCAHO.
- Consult with medical staff and healthcare providers regarding laboratory services and patient care and maintain relations with patients, medical staff, other departments, and hospitals using the laboratory's services.
- Maintain currency in new methodologies and emerging technologies in laboratory science; evaluate current and future technical needs; evaluate instrumentation; negotiate instrument pricing with vendors; perform financial analyses for implementation; and recommend new instrumentation to the Administrative Director.
- Provide appropriate levels of employee recognition.
- Assume assigned duties of the Director during periods of the Director's absence.
- Plan and organize staffing and direct laboratory and pathology functions to ensure effective operation.
- Provide general oversight of the technical area of the Laboratory.
- Ensure quality assurance processing, process improvement, and compliance with regulatory and accrediting agencies.
- Assist the Director with fiscal responsibilities, including preparation of capital and operational laboratory budgets.
