- Experience with data serialization formats, specifically JSON, XML, Avro, or Protobuf.
- Knowledge of messaging protocols such as AMQP, MQTT, JMS, or STOMP.
- Understanding of asynchronous messaging patterns, publish-subscribe, and point-to-point queues.
- Strong communication, leadership, and cross-team coordination skills; Agile experience with Scrum or SAFe and prior experience as a technical lead or site reliability lead.
- U.S. citizenship or Green Card permanent residency, with 3+ years out of the last 5 years of U.S. residency.
- Ability to obtain and maintain FAA Suitability.
- Lead the reliability, performance, and operations workstreams for the FAA System-Wide Information Management Flight Data Publication Service program.
- Define and implement the Site Reliability Engineering program, including service-level indicators, service-level objectives, error budgets, and runbooks tied to FAA Efficiency Critical objectives.
- Lead performance tuning, capacity planning, and high-availability design across containerized services.
- Design resilient architectures in the FAA cloud, including multi-availability-zone deployments, autoscaling, and disaster recovery patterns.
- Drive continuous integration and continuous delivery for safety- and compliance-focused deployments.
- Define security controls and coordinate with Authorizing Officials and security subject-matter experts to meet FedRAMP, FISMA, and FAA baselines, including hardening, secrets management, and vulnerability scanning.
- Lead major incidents and postmortems, and ensure permanent corrective actions to improve availability and maintainability.
- Provide architectural guidance, mentor mid-level and junior engineers, and represent the engineering team to stakeholders.
- Hands-on experience in a FedRAMP or government cloud environment and with federal security and compliance controls.
- Certification such as Certified Kubernetes Administrator, Red Hat Certified Engineer, AWS Certified DevOps Engineer for GovCloud, or Certified Information Systems Security Professional.
- Prior FAA or air-traffic-management systems experience.

Noblis has acquired a provider of engineering and related support services as part of push to expand further into defense, intelligence and space programs across the federal government. FTS International was founded by CEO John Fitzgerald in 2005 to focus on mission engineering, intelligence analysis, systems integration and other operational support for intelligence and other national security agencies. By purchasing FTS, Noblis is also looking to bolster both its delivery function from concept to sustainment operations and further aid its technology scaling efforts.
