Requirements
  • Bachelor’s degree in engineering or business-related field (or equivalent experience).
  • 10+ years of related work experience involving estimating and/or program/project management activities.
  • Previous experience using estimating database-supported software such as Timberline™, WinEstimator™, Costworks™, Pro-Pricer™, Galorath Seer® Software Estimating Suite, etc.
  • Must possess the ability to read, understand, and comply with RFP documents such as proposal evaluation criteria, proposal instructions, statements of work, etc.
  • Must possess advanced skills using MS Excel, MS Access, MS Word, and MS Project.
  • Excellent written and verbal communication skills
Responsibilities
  • Analyzes RFP documents, competitive intelligence information, and internal capabilities; and uses this information to determine RFP-specific solutions, methods, and strategies.
  • Analyzes RFP documents including attachments, exhibits, appendices, and referenced standards to determine a competitive workload data matrix (typically in the form of data tables). Documents these processes and resulting data for future reference (potential contract change orders, potential protest actions, etc.).
  • Receives input from proposal subject matter experts (SMEs) regarding workload data and work execution methods and incorporates that input into proposal artifacts.
  • Functions as proposal SME for discipline areas in which the candidate may be qualified.
  • Applies selected estimating methodologies to workload data to create estimate output data tables in required formats (i.e., Pro-Pricer input tables, RFP BOE templates, project schedule, aligned to CLIN, aligned to project WBS, etc.).
  • Performs GAP analysis between estimate output data and other estimate efforts (other estimating efforts will vary but will include items such as (1) independent cost estimate prepared by others, usually consulting firms, (2) top-down estimates prepared by existing operational staff, (3) price to win data prepared by internal competitive pricing team, etc.).
  • Through multiple iterative efforts, uses GAP analysis to continuously improve estimate data until satisfactory outcome is achieved.
  • Aligns estimate data with other RFP deliverables such as the project schedule, technical volume, risk register and oral presentations.
  • Documents the entire estimating process for input to the cost pricing narrative, proposal risk register, proposal small business plan, etc.
  • Documents estimate elements (labor, materials, ODCs, etc.) and generates internal compliance review documents in accordance with DACA auditing requirements.
  • Documents the entire estimating process for creation of the basis of estimate narrative and/or rationale (when the RFP requires these artifacts).
  • Creates work load specific and RFP compliant skill mixes complete with job descriptions, qualification descriptions and experience requirements.
  • Participates in proposal meetings and review efforts such as daily stand ups, color review teams, financial reviews, etc.
  • Reviews each RFP amendment and updates all artifacts accordingly.
  • Prepares all artifacts in alignment with the established proposal schedule.
  • Participates in efforts to develop scope requirements and pricing templates for proposal vendors and subcontractors.
  • Manages and leads the accumulation, evaluation, and documentation of a wide range of historical estimating data that can be used for future estimating efforts.
  • Performs other responsibilities associated with this position as may be appropriate.
  • Some travel is required.
