Requirements
  • Two or more years of relevant experience.
  • A Bachelor of Science degree in Environmental Science, Geology, Engineering, or a related field is preferred.
  • Certification as a Qualified SWPPP Practitioner and/or Qualified SWPPP Developer.
  • Knowledge of general construction and linear construction projects for utilities.
  • Effective oral and written communication skills.
  • Presentation skills and sound decision-making and problem-solving abilities.
  • Strong organization skills and the ability to perform in a time-sensitive environment.
  • Ability to handle multiple tasks or projects and travel throughout California as needed.
  • Proficiency with Microsoft Word and Microsoft Excel.
  • Must pass the company-defined pre-employment alcohol and drug screen.
  • Valid driver's license with a clean driving record.
Responsibilities
  • Provide technical expertise for stormwater services for construction and industrial clients.
  • Plan, organize, and administer the permitting, inspection, monitoring, and data management of stormwater construction projects in accordance with federal, state, and local laws, specifically the General Permit.
  • Coordinate investigations of stormwater runoff, industry-related stormwater quality, water quality problems, complaints, and violations of National Pollutant Discharge Elimination System and stormwater regulations.
  • Initiate and conduct site visits, communicate with clients, and recommend solutions or mitigation measures.
  • Conduct regular site visits to quality-assurance and quality-control site compliance and inspection procedures.
  • Respond to site and best management practice issues by coordinating with the best management practice installation team and the client construction or environmental team to implement best management practices and corrective actions.
  • Train new inspectors.
  • Ensure inspection quality and completion.
  • Manage the field sampling program, including training and sample-location selection.
  • Review sample results for quality assurance and quality control and write corrective-action reports.
  • Assist with environmental compliance tasks and reporting, including writing stormwater pollution prevention plans.
  • Design best management practice improvements in the field, including best management practice installations and repairs.
  • Coordinate stormwater pollution prevention plan development and implementation in alignment with biological and environmental concerns and limitations.
  • Maintain project and client files and records.
  • Prepare regulatory reports and correspondence.
  • Represent ETIC at meetings with clients.
  • Provide technical expertise and manage dewatering plans, spill-prevention plans, and hazardous-material-management projects.
  • Perform project bid job walks and assist in preparing proposals and cost estimates based on job walks and plan reviews.

  • Proficiency with electronic reporting applications for stormwater inspection reporting.
