The vision of the Research Institute for Tactical Autonomy (RITA) University Affiliated Research Center (UARC) is to establish a globally recognized hub of excellence in autonomous systems research, where interdisciplinary collaboration catalyzes breakthroughs in technology, contributes to societal well-being, and shapes the future of autonomous applications.
‘Tactical Autonomy’ is defined as technology-based systems (e.g. software, hardware, middleware, etc.) acting with delegated and bounded authority of humans in support of a strategic vision. The focus of the RITA UARC is on integrating applied research and development for new and existing Department of Defense capabilities and producing a larger workforce in tactical autonomy for the US Department of Defense.
BASIC FUNCTION:
The purpose of this position is to serve as the Program Manager- STEM Education and Outreach for the Research Institute for Tactical Autonomy (RITA), University Affiliated Research Center (UARC). The person who fills this position will provide STEM and Tactical Autonomy-related instruction, instructional guidance, curriculum development, in-person and virtual course creation, partnership development, financial management, budgetary oversight for the RITA, and communication with our stakeholders. This includes content, instruction, and student projects related to Robotics, Drones, Unmanned Aerial Systems (UAS), Electonics, Sensors, Artificial Intelligence (AI) and AI Ethics, Machine Learning (ML), Programming/Coding (Python and other programming and scripting languages), Data Analysis, and more.
SUPERVISORY ACCOUNTABILITY:
Typically, responsible for performing some non-supervisory duties in addition to supervisory responsibilities.
NATURE AND SCOPE:
Serve as the Program Manager- STEM Education and Outreach for the Research Institute for Tactical Autonomy (RITA) and interface with internal contacts including executives, administrators, faculty, staff and students of the department and the University and external contacts including representatives from the federal government, other colleges and universities, professional associations, consultants, vendors, and the public.
PRINCIPAL ACCOUNTABILITIES:
Create, manage, oversee, assess, and evaluate the day-to-day activities of the STEM and Tactical Autonomy Education and Outreach Program.
Develop and schedule a program work plan by specifications, objectives, and funding limitations.
Develop and implement quality interactive STEM and Tactical Autonomy educational activities and content to support in-person engagement and online learning environment and manage participant content development related to tactical autonomy (e.g., robotics, python, see full list above).
Plan, develop, administer, coordinate, and evaluate new or revised STEM and Tactical Autonomy education program goals and objectives. Implement approved program policies and procedures.
Ensure that goals and objectives specified for the STEM and Tactical Autonomy education program are accomplished in accordance with priorities, time and funding limitations, or other specifications.
Evaluate STEM and Tactical Autonomy education program effectiveness in order to develop and implement new or improved methods. Devise and implement assessment and evaluation methodologies.
Drive event success measures, including participation levels, participant satisfaction rates, and government client satisfaction.
Responsible for coordinating, planning, implementing, and evaluating all aspects of the RITA’s UARC’s (K-20) professional enrichment events, tracking program metrics, and managing program evaluation efforts.
Perform specialized administrative and academic functions, including research and analyses, program coordination and monitoring, data collection, counseling, surveys, reports, and recommended program changes.
Managing all contact lists for teachers, speakers, and partnership efforts.
Develop and execute STEM and Tactical Autonomy outreach strategy to maximize exposure to relevant stakeholders, with an emphasis on underrepresented communities in the STEM fields.
Provide support for and initiate ideas for a range of STEM and Tactical Autonomy outreach collateral, including articles, videos, resources for teachers, handouts/factsheets, webpages, and posters.
Coordinate STEM and Tactical Autonomy program activities through the delegation of assignments to STEM and Tactical Autonomy education staff, interns, and other support services.
Review program documents to determine acceptance or make decisions pertaining to the STEM and tactical autonomy education program.
Develop and facilitate STEM and Tactical Autonomy education workshops, meetings, or conferences with high impact on program and/or participants.
Coordinate logistics and scheduling and participate in all communications regarding the RITA UARC’s STEM and Tactical Autonomy education programs.
Perform other related duties as assigned.

MINIMUM REQUIREMENTS:
Bachelor’s Degree (foreign equivalent or higher) in any STEM fields and 5-7 years of related work experience. Experience working with outreach activity teams and STEM students, especially K-12 and parents, is preferred.
