Requirements
  • A valid Registered Nurse licensure is required.
  • A Bachelor's degree is required.
  • Ten to twelve years of experience in medical policy, utilization management, quality improvement, or relevant work within a managed care or provider environment is required.
  • Significant experience managing clinical and non-clinical staff, leading significant cross-functional high-level initiatives, directly managing business process change, and working within a matrixed organization is required.
  • Five years of managerial experience is required.
  • Candidates must be proficient in computer use, including PC-based systems, advanced word processing, database management, and spreadsheets.
  • Candidates must have strong written, oral communication, and presentation skills, including business writing experience.
  • Candidates must be able to manage multiple priorities and tasks simultaneously, establish goals and realistic timelines, and follow through within established time parameters.
  • Candidates must be able to synthesize complex information, predict the internal and external impact of business changes, influence stakeholders outside direct reporting relationships, and lead in a matrixed environment.
  • Candidates must be able to work independently and as part of a team, demonstrate self-direction, and make effective decisions.
  • Candidates must be able to work cooperatively as a team leader and member and lead and motivate employees.
Responsibilities
  • Lead the organization's enterprise Medical Policy department activities.
  • Lead, direct, and modify business processes and operations to ensure compliance with Point32Health business rules and relevant regulatory and accrediting requirements.
  • Develop, implement, and refine systems and processes for medical technology assessment and medical policy development and implementation.
  • Ensure initiatives are on schedule and within budget, and guide strategy, policies, and protocols in accordance with organizational goals.
  • Identify and oversee analysis and implementation of process changes to improve administrative efficiencies and optimize team results and value.
  • Direct teams and oversee clinical and non-clinical teams to achieve departmental objectives.
  • Lead cross-departmental and cross-company initiatives and represent Point32Health to outside organizations, vendors, agencies, internal stakeholders, external organizations, and state agencies as needed.
  • Lead initiatives, project teams, and committees supporting the enterprise-wide Medical Technology and Medical Policy team and processes.
  • Establish and monitor key performance and outcome measures for medical policy program assessment and management, interpreting data and metrics to manage quality standards.
  • Lead inter-departmental projects to maximize resource efficiency, apply regulatory requirements, and ensure consistent medical policy implementation and oversight across products and lines of business.
  • Support organizational project teams requiring medical policy staff participation.
  • Evaluate new requirements affecting medical policy development, identify gaps and risks, and implement strategies and processes to mitigate them while meeting business needs.
  • Maintain department documentation and structure to support reliable departmental and interdepartmental performance and functionality.
  • Evaluate opportunities to support organizational effectiveness and priorities and marshal work efforts to reach corporate goals and objectives.
  • Manage implementation of changes resulting from state and federal regulations, Executive Office of Health and Human Services requirements, National Committee for Quality Assurance accreditation, and Centers for Medicare & Medicaid Services requirements.
  • Work with government affairs and legal teams to evaluate new regulations and legislation and make recommendations regarding their impact on clinical quality and medical policy work.
  • Ensure department readiness for audits across lines of business.
  • Mentor, supervise, and train staff; support professional development, cross-training, and skill depth.
  • Lead department-wide employee engagement activities and initiatives.
  • Manage the team budget process, achieve department administrative budget targets, maintain cost-effective staffing levels, and develop training and succession plans for key team roles.
  • Travel between Point32Health sites and attend regional or national meetings or events as needed.
  • Work additional hours beyond the standard work schedule when required.
Desired Qualifications
  • A Master's degree or equivalent work experience in healthcare administration and/or a relevant field is preferred.
  • Project management experience is preferred.

State's second-largest health insurance company announces 250+ layoffs. Harvard Pilgrim Health Care and Tufts Health Plan's parent company cites rising medical and pharmaceutical costs as the reason for the cuts. Point32Health announced it is laying off 254 employees on Monday, its second round of reductions this year. The non-profit company said in a statement that the layoffs are part of an effort to reduce administrative costs as it continues to experience unprecedented increases in medical care and pharmaceutical costs. "This was an incredibly difficult decision because it will affect many of our talented and dedicated colleagues," said Patrick Gilligan, president and CEO of Point32Health, in a statement. The company has about 4,000 employees, it reports on its website. The second largest health insurance company in the state, Harvard Pilgrim Health Care and Tufts Health Plan's parent company, serves nearly 2 million members. "Our members are at the center of everything we do," said Gilligan. "It is critical that we address costs within our control." The Boston Globe reports that Point32 reported a $96 million operating loss on $4.9 billion in revenue, largely due to high medical and pharmaceutical spending on GLP1s, oncology drugs, and targeted autoimmune and cardiac treatments. The loss was less than Point32Health reported a year ago for the same period: a $155 million operating loss on $4.7 billion in revenue. The insurer isn't the only one struggling. According to the Globe, the state's largest insurer, Blue Cross Blue Shield of Massachusetts, announced earlier this month that it would offer severance packages to workers 55 and older who have been with the company for at least 10 years. The company says it is not planning any layoffs, but did not rule them out.
