Job Description: Grants Analyst
As a Grants Analyst with the Oklahoma Broadband Office you will enjoy:

Responsibilities
• Serves as the primary point of contact with grantees and provides guidance, training, and
consultation to grantees on best practices for operating a program under the terms of the grant,
effective implementation of the grant, and appropriate use of agency funds.
• Conducts telephone, e-mail, face-to-face, and virtual guidance, and consultation regarding
concerns and needs particular to all grantees. This includes concerns and needs related to program
action plans, budgets, reports, and evaluation, as well as operating and managing the grant.
• Provides guidance, consultation, and training to grantees to include information on best
practices for managing and operating a program under the terms of the grant Reviewing proposal and
documentation of grant recipient entities in accordance with funding requirements for Oklahoma and
the Federal Government Development and maintenance of specialized files and databases for tracking
and reference purposes; Provision of oversight on particular grants accounts and ensuring that
grant account is meeting the grant intent, general and specific funding policies, regulations, and
requirements; Post-award monitoring of grants administration for adherence to regulations and
agency requirements.
• Serves as a liaison between subrecipient(s) and the OBO personnel. Prepares and compiles all
documentation related to each grant subaward in compliance with the OBO internal policies and
procedures. Advises on formatting and preparation of grant documentation, to include creation of
computerized statistical summaries and/or graphics.
• Learns the specialized databases function and maintains records for the grant accounts on the
specialized databases and systems for recording and tracking grant proposals, awards, and related
statistical information; creates and distributes standard and special reports, studies, summaries,
and analyses, as required.
• Monitors and coordinates the administration of post-award grants to ensure that budgeting and
administrative policies, procedures, and agency requirements are being followed; manages
administrative problems and/or budget changes occurring during the awarded granting period.
Conducts post-award and pre-performance meetings with grantees to go over agreed upon measurable
outcomes, grant terms and conditions, funding amount, required reports, deadlines, grant support,
training schedule, and other pertinent information.
• Reviews and approves program-related strategic maps, work plans, budgets, and budget revision
requests. Reviews programmatic and financial tracking reports for link to the scope of work and
recommends course correction as needed. Assists senior leadership in requests
for information and day-to-day grant activities or projects, as needed.
• Travels periodically in performance of job duties and activities. Performs miscellaneous job-
related duties as identified and assigned.
Skills
• Ability to communicate effectively, both orally and in writing.
• Learn and become proficient in rules and regulations related to the different Broadband grant
programs (ARPA, BEAD, DE, ACP)
• Ability to determine informational needs, to collect and analyze information, and to devise and
develop statistical analyses and reports.
• Skill in the use of personal computers and related software applications.
• Database management skills.
• Grants management skills including skill in organizing resources and establishing
priorities.
• Ability to analyze and interpret financial data and prepare financial reports, statements and/or
projections.
• Ability to provide technical advice and information to OBO personnel.
• Ability to make administrative/procedural decisions and judgments.
• Knowledge of grant funding policies and procedures and applicable local, state, federal and
university regulations.

Physical Demands and Work Environment
This position works in a comfortable office setting, and the noise level is usually mild. Ability
to occasionally lift paper and office supplies and to perform job duties on a computer and
telephone for 6-8 hours per day is necessary. Occasional travel may be required.

Minimum Qualifications
• Graduation from an accredited college.
• Experience in business management, program management, information technology, or a related
field.
Preference will be given to candidates who possess
• Practical experience related to grants, public policy administration, finance, business and/or
managing or directing a technology related business and/or advanced knowledge of networking
technologies.
• Strong analytical skills.
