Requirements
  • A bachelor's degree in Criminal Justice, Law Enforcement, Security Management, Nuclear Engineering, Engineering, Emergency Management, National Security, Public Administration, or a related technical or security discipline is required.
  • At least 10 years of progressively responsible experience in nuclear security, physical protection, access authorization, fitness for duty, safeguards, military security, law enforcement, regulatory affairs, or a closely related field is required.
  • At least five years of leadership experience in nuclear security, access authorization, safeguards, regulatory affairs, or related security disciplines is required.
  • Demonstrated experience interacting directly with the Nuclear Regulatory Commission, law enforcement agencies, or other regulatory and security authorities is required.
Responsibilities
  • Serve as the company's senior subject matter expert on nuclear security, physical protection, access authorization, fitness for duty, insider threat, and safeguards requirements applicable to advanced reactors.
  • Monitor, evaluate, and influence Nuclear Regulatory Commission rulemaking, regulatory guidance, policy initiatives, and industry standards related to advanced reactor security and safeguards.
  • Develop company positions on technology-inclusive, scalable, risk-informed, and performance-based security requirements for advanced nuclear facilities.
  • Lead company participation in Nuclear Regulatory Commission public meetings, industry working groups, Nuclear Energy Institute task forces, standards committees, and security-focused regulatory forums.
  • Establish strategic relationships with Nuclear Regulatory Commission staff, the Department of Energy, the Federal Emergency Management Agency, law enforcement, reactor developers, national laboratories, utility partners, and other security stakeholders.
  • Support licensing activities for new reactor deployments, including Construction Permit Applications, Combined License Applications, Operating License Applications, Early Site Permits, and Part 53 licensing activities.
  • Develop physical security, access authorization, fitness for duty, insider threat, and safeguards strategies for multiple reactor technologies and deployment models.
  • Lead development of security plan content, safeguards information controls, security program descriptions, physical protection analyses, target set considerations, and regulatory submittal inputs.
  • Support site selection, site layout, facility design, security-by-design reviews, construction planning, commissioning planning, and operational readiness activities.
  • Coordinate with licensing, engineering, operations, emergency preparedness, cyber security, legal, compliance, and project development teams to integrate security requirements into project execution.
  • Develop and maintain corporate nuclear security standards, governance frameworks, program documents, procedures, and implementation guides for advanced reactor projects.
  • Establish scalable physical protection models for advanced reactor technologies, deployment sizes, staffing models, and site configurations.
  • Develop security force strategies, training and qualification programs, drills and exercises, response planning, contingency response expectations, and program performance monitoring methods.
  • Evaluate security-by-design opportunities involving facility layout, delay and detection features, access controls, protected area concepts, central alarm station concepts, security communications, and response coordination.
  • Ensure security programs support licensing, construction, fuel receipt, startup testing, commercial operation, and long-term fleet operations.
  • Design and oversee access authorization program requirements for advanced reactor facilities, including suitability, trustworthiness, reliability, behavioral observation, drug and alcohol testing interfaces, contractor access, vendor access, and unescorted access authorization.
  • Establish processes for investigations, adverse information review, access denial or revocation support, and coordination with legal, human resources, labor relations, and compliance functions.
  • Develop insider threat program expectations and interface requirements with security, cyber security, human performance, personnel reliability, safeguards information, and site leadership.
  • Support common access authorization approaches across multiple sites and technologies while accommodating project-specific regulatory commitments.
  • Develop safeguards strategy and governance for protected, sensitive, and security-related information associated with advanced reactor projects.
  • Establish expectations for safeguards information handling, security-related document controls, need-to-know access controls, and interfaces with licensing and engineering document management processes.
  • Coordinate with cyber security, information governance, legal, export control, supply chain, and project teams to protect sensitive security-related information throughout the project lifecycle.
  • Evaluate domestic and international safeguards practices to identify lessons applicable to advanced nuclear deployment.
  • Provide nuclear security and safeguards expertise for evaluation and deployment of AP1000, Generation III+, small modular reactors, microreactors, high-temperature gas reactors, sodium fast reactors, and advanced non-light-water reactor technologies.
  • Evaluate security and safeguards implications associated with reactor technologies, source terms, fuel forms, site configurations, staffing models, deployment scales, and operational concepts.
  • Develop standardized security and access authorization approaches for fleet-wide deployment while preserving technology-specific licensing flexibility.
  • Advise project teams on security-by-design considerations that reduce lifecycle costs, improve licensing clarity, and support efficient operations without compromising regulatory compliance or nuclear security.
  • Develop and lead external nuclear security, access authorization, and safeguards advisory service offerings.
  • Support new revenue streams by providing security program development expertise to reactor vendors, utilities, developers, government agencies, military installations, and other nuclear industry partners.
  • Lead development of security plans, access authorization program frameworks, safeguards strategies, physical protection evaluations, regulatory submittal inputs, and readiness assessment services for external clients.
  • Support business development by identifying market opportunities and developing security and safeguards service offerings for advanced reactor developers and original equipment manufacturers.
  • Direct security program assessments, audits, benchmarking activities, independent reviews, and readiness evaluations.
  • Establish performance indicators and monitoring programs to evaluate security, access authorization, and safeguards effectiveness.
  • Oversee investigation protocols related to security events, access authorization concerns, safeguards information issues, property protection, deviations from approved plans, and fitness for duty matters.
  • Evaluate domestic and international operating experience, security event reports, inspection results, and industry lessons learned for applicability to company programs.
  • Ensure corrective actions, preventive actions, and continuous improvement initiatives are implemented and tracked through appropriate governance processes.
Desired Qualifications
  • A master's degree in a related field is preferred.
  • Experience supporting advanced reactor, small modular reactor, microreactor, Generation III+, or Generation IV reactor development activities is strongly preferred.
  • Experience developing, implementing, assessing, or maintaining Nuclear Regulatory Commission-regulated security, access authorization, fitness for duty, or safeguards programs is preferred.
  • Being a recognized industry expert in nuclear physical security, access authorization, safeguards, or related regulatory programs is desirable.
  • Experience developing or maintaining nuclear security plans, access authorization programs, safeguards information programs, fitness for duty programs, insider threat programs, or physical protection strategies is desirable.
  • Participation in Nuclear Regulatory Commission rulemaking initiatives, Nuclear Energy Institute working groups, industry security forums, standards development activities, or advanced reactor licensing initiatives is desirable.
  • Experience supporting Combined License Application, Early Site Permit, Part 50, Part 52, or Part 53 licensing efforts is desirable.
  • Demonstrated business development, consulting, or client-facing technical services experience is desirable.
  • Strong understanding of advanced reactor technologies and associated security, safeguards, staffing, and deployment challenges is desirable.
  • Existing relationships within the Nuclear Regulatory Commission, Department of Energy, Nuclear Energy Institute, national laboratories, reactor vendors, utility security organizations, law enforcement, or federal security organizations are desirable.

(Photo credit: Ron Whitlock/Ron Whitlock Reports) Posted Friday, August 21, 2026 10:28 am I just want to say that with respect Beverley question on what is AEP physically doing to help meet the challenges of the new load... you're correct. Today's marketplace and the interest in Texas and certainly the Rio Grande Valley from prospective industries is greater than ever before. Not only are the number of projects greater than ever before, but the size in terms of electrical requests seems to be larger than Rio Grande Guardian has ever seen in the past. So, I think it was back in late 2021, AEP Texas embarked on what Rio Grande Guardian call the Rio Grande Valley Transmission Improvements Project. Some of you are starting now to see the finishing up portions of that. It is over a billion dollars of investment, and about 190 miles of 345-kilovolt transmission upgrades. 345 is the largest transmission that Rio Grande Guardian has in Texas today, and almost 109 miles are here in the Rio Grande Valley to help beef things up. To help improve resiliency and reliability for the Rio Grande Valley. Much of that is to help do those things for the customers Rio Grande Guardian has, and also with some headroom for new industry. You may have also seen some of AEP's 138-kilovolt projects, such as at Highway 34 down along the (Port of Brownsville) ship channel. There's a new 138-kV line down there, recently built to help serve some of the larger industry that's coming in there. So that's what's happening. What Rio Grande Guardian is proposing to have happen and Rio Grande Guardian recently filed, or I guess it was late last year... Rio Grande Guardian filed with the Electrical Living Council of Texas, or ERCOT regional planning group. Like Mike said earlier, the RPG is basically a regional planning group study. It's its proposal to help justify the need for more large transmission in the Rio Grande Valley. And so Rio Grande Guardian is anxious to see how that turns out because obviously Rio Grande Guardian would like to build more. Rio Grande Guardian think there's going to be a need for more, and as more large loads come to this region, Rio Grande Guardian is going to be there to help serve that. It's important to note that ERCOT... because I heard the concern about folks saying how is this going to negatively impact things... I got this from the open comments... that it will negatively impact Rio Grande Guardian. Well, that's ERCOT's job and their role as that air traffic controller. And with some of the various projects, I have had to tell them that it could take three years to get them power or maybe longer. Well, that's because ERCOT requires Rio Grande Guardian to upgrade the transmission system to the capacity and capability of handling that new load before they energize, so that it doesn't negatively impact the rest of the customers. Kentucky Power to host informational open house for Coleman-Grapevine transmission improvements project. * Special to Appalachian Newspapers * 23 hrs ago * Comments Appalachian Power and Kentucky Power representatives are upgrading the transmission system in Pike County, Kentucky and Mingo County, West Virginia, according to a statement from Kentucky Power. The project involves rebuilding approximately 6 miles of 69-kilovolt (kV) transmission line, building approximately 3 miles of 46-kV transmission line, and building the Peter Creek Substation to replace the Barrenshe Substation, the statement said. The statement said the upgrades replace aging equipment from the 1920s with modern steel infrastructure, enhancing reliability in the area and reducing the need for frequent maintenance. The project allows crews to retire equipment located in difficult terrain. The team is seeking feedback on all route options to rebuild the line. Community members and landowners are invited to attend an informal open house, which will be held from 5 p.m. to 7 p.m. on Aug. 18 at Old School Events, located at 24 Runyon Branch, Pinsonfork, Kentucky. There will be no formal presentation. Attendees may come and go at any time to speak with project representatives, review preliminary maps and ask questions, the statement said. Residents who cannot attend may visit, aeptransmission.com/westvirginia/coleman-grapevine/open-house, to access a virtual open house and submit comments online. Landowners in the study area will receive mailed information packets that include additional details and opportunities to provide feedback by Sept. 1. "This project is part Kentucky Power's ongoing efforts to strengthen the electric grid and improve service reliability for area customers," said Sarah Lynch, Kentucky Power spokesperson. "By upgrading aging equipment, we are working to deliver safe, dependable service for our neighbors and reducing the potential of extended power outages." Kentucky Power regularly reviews its transmission infrastructure to identify areas where aging equipment may need to be replaced as part of responsible long-term system planning, the statement said.

AEP locks in 13 GW of gas turbines through 2031 as generation drives $78B growth plan

American Electric Power secured 3 GW of gas turbine capacity in the second quarter, bringing its total turbine supply deployable by 2031 to about 13 GW, according to chairman Bill Fehrman. The company also secured options for an additional 10 GW of turbines by 2035. The turbine deals are with GE Vernova and Mitsubishi. The timing aligns with AEP's aging power plants, positioning the company to replace retiring coal and gas plants, said CFO Trevor Mihalik. Additionally, AEP Ohio agreed to buy the 710-MW coal-fired Longview power plant in West Virginia and a permit to build a 1.2-GW gas-fired plant at the same site, the Financial Times reported. AEP has a $78 billion five-year capital plan from 2026 through 2030.

AEP spokesperson Tammy Ridout did not disclose terms or conditions of the agreements with Mountain State Energy Holdings, parent company of Longview Power and Mountain State Clean Energy.
