Requirements
  • Juris Doctor degree from an accredited law school.
  • Admission to the Bar of the State of New York.
  • Minimum of one year of progressively independent legal experience in a law firm, governmental legal office, or in-house legal department.
  • Strong writing and communication skills.
  • Ability to build and maintain client relationships.
  • Must file an Annual Statement of Financial Disclosure with the New York State Commission on Ethics and Lobbying in Government pursuant to the New York State Public Officers Law and the Metropolitan Transportation Authority Code of Ethics.
Responsibilities
  • Provide in-house legal counsel and business strategies for all activities affecting the agency to protect legal rights and minimize risk.
  • Manage a broad range of practice areas including real estate acquisitions, construction, contract drafting, federal and state compliance obligations, environmental issues, and human resources matters.
  • Draft and review multi-million dollar construction, design, and professional services contracts to ensure compliance with agency policy and state and federal regulations.
  • Interpret and analyze complex technical engineering plans, designs, and specifications to ensure contract requirements minimize legal risk and contractor claims.
  • Analyze construction design plans, specifications, schedules, and estimates to determine the merit of contractor claims and recommend legal strategies.
  • Represent the agency in dispute resolution proceedings concerning complex, high-value construction claims.
  • Negotiate multi-million dollar construction contract changes to preserve legal rights, minimize delays, and protect project budgets and schedules.
  • Develop and implement compliance training programs for procurement and construction management staff and consultants.
  • Represent the agency in complex and sensitive special assignments as requested by the General Counsel.
  • Coordinate and monitor work performed by outside counsel.

  • Familiarity with relevant local, state, and federal laws related to construction and real estate.
