Requirements
  • At least 8 years of experience, including deep experience with the Oracle Analytics platform, Oracle Analytics Cloud, and/or Oracle Business Intelligence Enterprise Edition.
  • Experience with extract, transform, and load or data integration tools, including Oracle Data Integrator and Informatica, and Oracle BI Applications.
  • Demonstrated experience in a technical oversight, independent verification and validation, quality assurance, architecture review, or senior technical lead role, ideally overseeing contractor-delivered work.
  • Strong knowledge of data warehousing and dimensional modeling.
  • Experience with the Oracle Analytics Cloud semantic model.
  • Working knowledge of Oracle Analytics Cloud and cloud security models and identity integration, including Oracle Cloud Infrastructure Identity and Access Management and Identity Cloud Service.
  • Ability to obtain and maintain a Public Trust or suitability determination.
Responsibilities
  • Participate in concept discussions, requirements sessions, and early design reviews for new business intelligence capabilities, reports, and visualizations.
  • Provide independent technical input on feasibility, alternatives, level of effort, and alignment with the agency's target-state Oracle Analytics Cloud architecture and enterprise standards.
  • Translate mission and financial-reporting needs into technical direction and identify risks, dependencies, and constraints early.
  • Identify, define, and communicate design tradeoffs using a structured, detail-oriented approach.
  • Coordinate design approaches, standards, and architectural vision across a portfolio of projects, capabilities, and solutions.
  • Analyze the existing systems environment to determine applicability, benefits, and drawbacks in support of new requirements.
  • Support project management activities, including analysis, planning, project control, reporting, and evaluations.
  • Build and support deep client and project relationships.
  • Produce written assessments, findings, and recommendations for technical and non-technical government stakeholders.
  • Advise program leadership on quality gates, key technical decisions, and deployment readiness, including go/no-go decisions.
Desired Qualifications
  • Experience supporting financial reporting systems, including familiarity with financial data structures, internal controls, and audit or compliance requirements.
  • Experience with Oracle Cloud Infrastructure and Oracle Cloud Infrastructure Government Cloud or FedRAMP-authorized environments.
  • Familiarity with federal financial management frameworks and reporting standards.
  • Experience supporting multiple federal agencies, particularly the Department of Health and Human Services.
  • Experience with agile development methodologies.
  • An active federal security clearance or existing Public Trust or suitability determination.
