Requirements
  • A high school diploma or general education degree (GED) is required.
  • A valid driver's license and insurance are required.

Responsibilities
  • Manage the day-to-day operations, physical assets, and financial returns of assigned properties.
  • Coordinate business operations for HUD, Rural Development, or Tax Credit properties, including leasing, collections, marketing, resident services, maintenance, risk management, expense control, information reporting, and regulatory compliance.
  • Ensure staff compliance with company policies and procedures.
  • Comply with state Residential Landlord and Tenant Acts and other governmental laws and regulations.
  • Implement company policies and procedures.
  • Implement strategies to enhance asset value.
  • Process rent increase notices and track and implement them when scheduled.
  • Track and reconcile property accounts receivable.
  • Approve, issue, and timely process unpaid and late rent notices.
  • Make recommendations to management to improve company policies, procedures, and practices.
  • Communicate with the supervisor regarding the overall function of the property.
  • Handle resident evictions and prepare and serve appropriate notices, including 30/14 notices.
  • Collect rents, maintain petty cash, account for monies collected, and make timely deposits.
  • Log and collect late charges, non-sufficient funds charges, and other charges.
  • Manage all property staff with guidance from Portfolio Managers.
  • Promote harmonious relations among tenants, employees, owners, and the local community.
  • Complete and submit timely weekly reports and maintain organized records.
  • Assist Portfolio Managers in preparing for property inspections.
  • Perform daily property inspections to maintain visual appeal and hazard-free conditions.
  • Inspect buildings and grounds for cleanliness and alert maintenance to repair needs.
  • Maintain organized resident information files, resident records, forms, and postage supplies.
  • Work with the Maintenance Technician to manage vendor selection and vendor relations and ensure quality performance.
  • Ensure compliance with applicable federal and state regulations associated with business operations.
  • Transfer over- or under-housed residents to properly sized housing units as approved by the compliance department.
  • Maintain waiting-list files for eligible applicants and files for removed or rejected applicants.
  • Show apartments, accept applications, and screen applicants.
  • Verify and certify resident income during initial, interim, and annual recertification.
  • Complete resident move-in sheets and ensure utilities are transferred.
  • Maintain the highest possible occupancy through outreach and advertising specified by the Affirmative Fair Housing Marketing Plan.
  • Develop, plan, and implement resident retention strategies.
  • Respond to resident complaints.
  • Explain rental agreements and residency policies to residents.
  • Travel as required for in-person classes and annual education conferences.
  • Perform other duties as assigned.
Desired Qualifications
  • One to three years of Tax Credit, HUD, and/or affordable housing experience is preferred.
