Requirements
  • Bachelors degree in Accounting, Financial, Business or equivalent; Masters degree preferred.
  • Minimum of four to seven years of related experience; Experience in higher education and/or capital expenditure budget analysis is a plus; Experience in Oracle Cloud budgeting and/or reporting is a plus.
  • Knowledge of financial modeling and/or data analytics tools.
  • Knowledge of budget, accounting, human resources, and payroll systems and processes.
  • Ability to apply budgetary and fiscal planning techniques within financial constraints.
  • Ability to organize work effectively, conceptualize, and prioritize objectives and exercise independent judgement.
  • Ability to establish, and maintain, work relationships with the administration, faculty, staff, and the public.
  • Ability to integrate resources, policies, and information for the determination of procedures, solutions, and outcomes.
  • Strong communication skills, both oral and written.
  • Skill in PC based software (Excel, Word, etc.), calculator.
  • Ability to use a personal computer and other office equipment, including related university software and email.
  • Regular and reliable attendance at the University during regular scheduled days and work hours is an essential function of this position.
Responsibilities
  • Contributes essential information related to campus expenditures to the University Budget from development stages, through interim reporting, as well as, year-end activities.
  • Develops financial analysis, forecasting, and variance explanation related to TWU revenues and/or expenditures. Emphasis in position control review and tracking.
  • Reviews and analyzes budget versus actual data to identify gaps, trends, and/or the need for short-term and/or long-term adjustments in connection with the monthly variance analysis. Prepares variance analysis summaries on a regular basis.
  • Develops and analyzes ad hoc analysis relating to campus revenues and/or expenditures as requested.
  • Works with requestors to determine the impact to various possible changes in funding levels both short-term and long-term.
  • Prepares budget transfers and, if necessary, updates the budget module.
  • Assists in the modeling and forecasting of campus revenues and/or expenditures as assigned to the analyst.
  • Assists in developing recommendations for budget allocations in conformance with budgetary policies, limits, and institutional or regulatory constraints.
  • Answers budget and finance questions related to campus financial activity as required.
  • Provides Oracle Cloud budget training to departments as requested.
  • Coordinates, and prepares, the Legislative Appropriations Request (LAR) each biennium.
  • Coordinates, and provides responses to the LAR related to fiscal notes, requests for information, and other related elements.
  • Responds to information inquiries from the Legislative Budget Board and various Texas Agencies as assigned.
  • Coordinates and prepares reporting documents for the Base Reconciliation, conducts a quarterly USAS-ABEST reconciliation, and prepares other reporting as required by the State of Texas.
  • Monitors and analyzes legislative appropriation issues related to higher education in an on-going basis in order to maximize funding for TWU and the TWU system.
  • Performs other duties as requested.
Desired Qualifications
  • Masters degree preferred.
  • Experience in higher education and/or capital expenditure budget analysis is a plus.
  • Experience in Oracle Cloud budgeting and/or reporting is a plus.
