Job Description
This position is a timebound grant funded position with a current end date of September 30, 2028. This position will be eliminated upon termination of the grant.

Position Purpose
The Senior Research Analyst plays a critical role in supporting the Oklahoma Health Care Authority by providing in-depth data analysis, research, and strategic reporting to guide program objectives and ensure compliance with federal and state regulations. This position is responsible for designing, producing, and analyzing complex database reports using various software tools, consulting with internal divisions and external stakeholders, and supporting the agency’s mission to deliver better health outcomes for Oklahomans. The role also involves overseeing reporting activities, evaluating program measures, and identifying operational issues, contributing to the agency’s strategic goals through data-driven insights.
Principle Activities May Include:
- Design, produce, and analyze database reports using various software applications like Business Objects, Access, Excel, Tableau, or Power BI.
- Consult with interagency divisions and external organizations to drive program objectives and recommend standards for monitoring and evaluating program measures.
- Serve on teams and workgroups to facilitate new or innovative thinking and perform related tasks as assigned.
- Manage reporting activities, research, and analysis for federal and state programs, ensuring compliance and submission of necessary deliverables, and communicate with departmental and CMS officials to evaluate and monitor program direction.
- Identifies potential operational and contractual issues and participates in the formulation of procedures to resolve conflicts or provide clarification, which includes referrals to the appropriate departments or other agencies.
- Properly identifies & resolves inquiries and unit issues.
- Takes initiative to problem solve issues found in the unit, communicates with supervisor, and suggests solutions and/or assists when a unit need arises.
- Reviews and analyzes proposed updates and system modifications and testing as needed. Prepares analysis of data and the presentation of that data collected.
- Other duties as assigned.
Knowledge, Skills, Abilities, and Competencies
The Senior Research Analyst requires strong analytical skills to design, produce, and evaluate complex data reports, alongside advanced problem-solving abilities to address program objectives and resolve operational issues. Effective communication and collaboration are essential for consulting with internal and external stakeholders and aligning program measures with organizational goals. Education and/or Experience:
- A bachelor’s degree which includes 9 semester hours in statistics, statistical research methods, economics, demographic or social research statistics
- AND
- 2 years of experience in technical statistical and research work
- OR
- A master’s degree in a social science, business administration or public administration which includes 9 semester hours of advanced statistical methods.
Preference may be given to candidates with:
- Certifications in any of the following areas: Certified Analytics Professional (CAP), SAS Certified Statistical Business Analyst, Lean Six Sigma Green Belt or Black Belt, Project Management Professional (PMP), Advanced certification in SQL or Business Objects
- Advanced education
- Tableau Desktop Specialist/Professional
- Microsoft Certified: Data Analyst Associate (Power BI)
- Working knowledge of Money Follows the Person (MFP)
- Experience working with Medicaid-funded programs, Managed Long-Term Services and Supports (MLTSS), or Money Follows the Person (MFP) initiatives.
- Familiarity with healthcare provider contracts and performance monitoring.
- Strong customer service or case management background, ideally in a health or human services agency.
Physical Demands:
- Must be able to remain sitting for prolonged periods at a desk and working on a computer.
- Must be able to move or lift up to 15 pounds at various times.
Work Environment: The office work environment includes regular exposure to general office equipment such as computer equipment, phones, and copy machines.
