Requirements
  • At least 8 years of professional post-college experience in disaster management.
  • At least 3 years of experience in FEMA Public Assistance or disaster recovery grants, including a leadership role over large or complex projects in state, federal, or consulting environments.
  • At least 3 years of experience interpreting policy, mentoring teams, and interfacing with state and federal counterparts.
  • At least 3 years of recent intermediate experience with Microsoft Office, including Word, Excel, PivotTables, VLOOKUP, and formulas.
  • At least 2 years of experience in grants, accounting, insurance, finance, and/or auditing.
  • Must be able and willing to travel by air and vehicle as required for project work.
  • Must have a valid United States driver's license and successfully pass a Motor Vehicle Records check.
  • Strong proficiency in Microsoft Office Suite and computer use.
  • Ability to produce accurate, timely, and professional documentation and reporting and follow directions.
  • Strong organizational skills and the ability to plan, prioritize, and manage multiple tasks and activities independently and collaboratively.
  • Strong written and oral communication, interpersonal, and presentation skills.
  • Excellent critical-thinking skills to resolve project constraints and make decisions, with the initiative to act independently.
  • Ability to work under changing deadlines and priorities, including evenings and weekends as needed.
  • Awareness and appreciation of varied cultures, socioeconomic backgrounds, and community dynamics.
Responsibilities
  • Provide guidance, supervision, and oversight to Disaster Recovery Specialists, Closeout Specialists, and Grant Administrators as requested, including training and presentations.
  • Lead FEMA grants review, reporting, and documentation.
  • Review obligated project worksheets to validate eligible scope of work and costs.
  • Perform quality assurance and quality control reviews and oversight as requested.
  • Validate procurement, invoice, and supporting documentation against the project scope of work.
  • Research and review regulations and policies supporting eligibility or denial decisions.
  • Interact with technical teams to discuss concerns, challenges, and recommendations.
  • Perform cost analysis and reconciliation, align client assets with funding, and measure performance using key metrics.
  • Keep the Project Manager, immediate supervisor, and stakeholders informed about issues, problems, and resolutions.
  • Maintain and track data in reporting management information systems.
  • Apply analytical and evaluative techniques to identify, consider, and resolve grant and financial issues and problems.
  • Travel to subrecipient sites to assist with document collection and upload to the Disaster Recovery System as requested.
  • Coordinate and participate in resolving project-related issues and concerns.
  • Optimize procedures and maintain communication and focus.
  • Maintain and track each case in the project report management information system.
  • Provide customer service, listen to stakeholders, and facilitate and negotiate problem resolution.
  • Carry out timely and accurate duties within the assigned area of expertise.
  • Travel to client recovery and ICF sites as required by ICF management.
Desired Qualifications
  • Bachelor's degree.
  • At least 2 years of experience delivering grant and program financial support for opportunities funded by federal and state agencies, including FEMA, the Department of Energy, the Department of Transportation, the Environmental Protection Agency, and the Department of Commerce.
  • Experience in disaster recovery, catastrophic insurance, accounting, and/or grants with practical implementation at federal, state, and/or local government levels.
  • Prior experience in the FEMA Public Assistance program.
  • Experience with grant management and grant portals.
  • Background in various types of construction.
  • FEMA certifications.
