Requirements
  • A bachelor's degree in Business Administration, Information Technology, Computer Science, Engineering, Project Management, or a related field.
  • Five or more years of experience managing information technology or software-development projects.
  • Three or more years of experience supporting or managing ServiceNow implementations, application development, platform modernization, or enhancement projects.
  • Demonstrated experience managing projects using Agile, Scrum, or hybrid Agile delivery methods.
  • Experience with software-development lifecycle activities, including requirements, design, development, testing, deployment, and sustainment.
  • Experience managing project schedules, risks, issues, dependencies, action items, resources, budgets, and deliverables.
  • Experience coordinating user acceptance testing, production releases, change requests, and release-readiness activities.
  • Ability to translate technical information into clear updates for program leadership, business stakeholders, and government customers.
  • Proficiency with Microsoft Office, including Word, Excel, PowerPoint, Teams, and Project or an equivalent scheduling tool.
  • Project Management Professional certification.
  • Certified ScrumMaster, Professional Scrum Master, SAFe, or similar Agile certification.
  • ServiceNow Certified System Administrator or other ServiceNow certification.
  • Must be a U.S. citizen.
  • Active CAC or ability to obtain a CAC card.
  • Active security clearance.
Responsibilities
  • Manage ServiceNow projects throughout the full software development lifecycle, from requirements gathering and planning through deployment, transition, and operational support.
  • Lead the planning and execution of DAAS Portal modernization activities and related ServiceNow capabilities.
  • Develop and maintain project schedules, milestones, work breakdown structures, dependencies, risks, issues, action items, and deliverable trackers.
  • Coordinate activities across developers, business analysts, testers, architects, security personnel, Section 508 specialists, and government stakeholders.
  • Facilitate Agile ceremonies, including sprint planning, daily standups, backlog refinement, sprint reviews, retrospectives, and release-planning sessions.
  • Work with product owners and stakeholders to develop, prioritize, and maintain requirements, epics, features, user stories, acceptance criteria, and the product backlog.
  • Monitor sprint progress, team capacity, release readiness, and overall project performance.
  • Manage ServiceNow development, testing, code migration, application verification, and production deployment activities.
  • Coordinate functional testing, integration testing, security testing, Section 508 testing, and user acceptance testing.
  • Ensure defects, vulnerabilities, compliance findings, and testing results are documented, assigned, tracked, and resolved.
  • Coordinate ServiceNow change requests and support governance, technical review, and production approval processes.
  • Work with the ServiceNow Core Platform team to ensure solutions comply with platform standards, development practices, security controls, and release-management procedures.
  • Coordinate application interfaces and integration requirements with internal and external systems.
  • Identify and manage technical, operational, security, schedule, resource, and dependency risks.
  • Develop mitigation and contingency plans and promptly elevate risks, blockers, and decisions requiring leadership or government action.
  • Prepare weekly status reports, executive briefings, management presentations, meeting minutes, action-item reports, and other project-management documentation.
  • Track contractual deliverables and ensure submissions are accurate, complete, timely, and aligned with Performance Work Statement requirements.
  • Support organizational change management, stakeholder engagement, communications, training, user onboarding, and adoption activities.
  • Maintain accurate project documentation and ensure decisions, approvals, requirements, and changes are traceable.
  • Serve as the primary coordination point between the ServiceNow delivery team, Credence program leadership, and DLA stakeholders.
  • Perform additional project-management duties in support of the DAAS D-BX Modernization Program.
Desired Qualifications
  • Experience supporting DLA, the Department of Defense, or another federal government agency.
  • Experience managing ServiceNow applications within a federal or DoD environment.
  • Understanding of ServiceNow platform governance, development standards, update sets, application scopes, workflows, integrations, and production-release processes.
  • Experience supporting federal cybersecurity, Risk Management Framework, Authority to Operate, and change-control processes.
  • Experience coordinating Section 508 accessibility testing and remediation.
  • Experience with organizational change management, training, communications, and user-adoption planning.
  • Familiarity with Jira, Azure DevOps, ServiceNow Agile Development, or similar backlog and work-management tools.
