Requirements
  • A Bachelor of Science degree from an accredited college or university with a major in a science, technology, engineering, or mathematics discipline or a closely related field, plus four years of experience in water pollution control, project management, industrial facility operations and maintenance, engineering, or water/wastewater industry technical consulting, including two years of supervisory or management experience.
  • A current Arizona Department of Environmental Quality Grade 4 Wastewater or Water Treatment Plant Operator Certification may substitute for the Bachelor of Science degree.
  • Relevant experience and/or education from an accredited college or university may be substituted.
  • Alternatively, four years with Pima County as a Wastewater Technical Training Supervisor, Wastewater Operations and Maintenance Supervisor II, Wastewater Operations Manager, Wastewater Planning Manager, or a related position determined by the department head, including one year of supervisory experience.
  • Qualifying education and experience must be clearly documented in the Education and Work Experience sections of the application.
  • A valid driver license is required at the time of application, and a valid Arizona driver license is required at the time of appointment.
  • The successful applicant must pass a 39-month Department of Transportation Motor Vehicle Record review.
  • The successful applicant must pass pre-employment background checks, including verification of work history, education, and criminal conviction history.
  • The role requires the physical ability to stand, walk, sit, grasp and manipulate work objects, bend, stoop, reach, climb stairs and ladders, and occasionally crawl, kneel, squat, lift or carry objects up to 50 pounds, push and pull objects up to 75 pounds, and don and doff fall protection for confined-space work.
  • The role requires outdoor work in inclement and hot weather and exposure to waterborne pathogens or agents, hazardous materials and gases, water hazards, wet or slippery surfaces, odors, fumes, humidity, dirt, dust, traffic hazards, venomous pests, uneven surfaces, and electric arc-flash potential.
Responsibilities
  • Plan, organize, and manage the activities of professional and technical personnel engaged in specialized wastewater process operations.
  • Coordinate engineering evaluations and reviews with city and County departments, private utilities and firms, and state or federal agencies.
  • Analyze and determine the effectiveness of treatment processes and ensure compliance with applicable laws, regulations, and guidelines.
  • Develop wastewater process-control policies, procedures, and standards in conformance with local, state, and federal laws and regulations.
  • Develop process improvements and write technical reports and white papers.
  • Plan, review, and prepare reports and proposals for new projects.
  • Respond to public requests for information and resolve complaints.
  • Develop the departmental budget, perform return-on-investment evaluations, and monitor contracts and expenditures.
  • Advise on wastewater design, process control, odor control, energy usage, and systems troubleshooting.
  • Train, supervise, and evaluate assigned personnel.
  • Provide expert testimony in court cases involving permit appeals and groundwater degradation issues when required.
  • Develop general control narrative outlines and basic piping and instrumentation diagrams, evaluate existing control narratives for functionality and efficiency, and revise control parameters as required.
Desired Qualifications
  • A minimum of one year of experience managing databases.
  • A minimum of one year of experience troubleshooting monitoring equipment, including diagnostics and firmware updates.
  • A minimum of one year of field experience, including familiarity with confined space entries.
  • A minimum of one year of experience with quality assurance and quality control procedures for datasets.
