Requirements
  • Eight or more years of relevant experience.
  • Demonstrate in-depth expertise in Geographic Information Systems and comprehensive knowledge of Environmental Baseline Studies and National Environmental Policy Act processes.
  • Demonstrate knowledge of complex real estate principles, concepts, and practices, as well as environmental conservation and civil engineering procedures related to real property.
  • Demonstrate knowledge of property disposal policies, outgrant procedures, local market situations, applicable agency, state, and local government statutes, and real property documentation and records management.
  • Be skilled in gathering, evaluating, and interpreting spatial and tabular data to reach valid conclusions and provide meaningful, data-driven recommendations.
  • Be able to identify complex spatial or procedural problems, exercise sound judgment, generate and evaluate alternatives, and advise decision-makers.
  • Be able to develop and maintain effective relationships across Engineering, Environmental, and Real Estate offices and communicate complex technical data effectively, orally and in writing.
  • Handle and safeguard sensitive and/or classified information in accordance with applicable regulations to reduce potential compromise.
  • Occasional travel away from the normal duty station may be required.
Responsibilities
  • Serve as the primary technical advisor and liaison bridging Real Property, Environmental Conservation, and Engineering offices.
  • Facilitate coordination for realty acquisitions, out grants, and disposals, ensuring engineering and environmental requirements are synchronized with real estate actions.
  • Use advanced Geographic Information Systems to plan, develop, and support complex real estate programs.
  • Map and determine properties to be acquired for specific projects and provide spatial data and technical insights to senior management to support acquisition transactions.
  • Ensure regulatory compliance for real property actions by integrating the Environmental Impact Analysis Process and National Environmental Policy Act requirements and conducting Environmental Baseline Surveys.
  • Review and analyze proposed out grants and property disposal actions to prepare AF Form 813s and develop Environmental Baseline Survey waivers and Transaction Screening Questionnaires.
  • Evaluate, review, and interpret Environmental Baseline Surveys and advise leadership on environmental risks associated with real property transactions.
  • Evaluate spatial, environmental, and engineering constraints for complex out grant requests involving governments, federal agencies, and private landowners.
  • Draft technical documentation and maps to support negotiations, minor appraisals, and legal scrutiny of transactions.
  • Maintain Geographic Information Systems spatial data related to out grant boundaries and maps to facilitate agreement execution, compliance inspections, and future planning activities.
  • Support management of the Accountable Property System of Record and facility records; reconcile Geographic Information Systems spatial data with system records to support Financial Improvement and Audit Readiness and annual Existence and Completeness compliance.
  • Assist with physical cyclic inventories and linear asset reconciliation.
  • Research data and records and evaluate their effectiveness as supporting documentation for real property asset records and agreements.
  • Provide technical and spatial support for disposal of excess buildings, facilities, or land.
  • Generate maps and data packages for declarations of excess, accounting for limited markets, security problems, and public conveyances.
