Requirements
  • Registration as a Professional Engineer in Mechanical Engineering is preferred.
  • Professional knowledge and skill in applying mechanical engineering theories, concepts, principles, computer systems applications, and methodology to develop engineering designs and plans for mechanical utility systems in complex construction projects.
  • Knowledge of Department of Defense and Navy guide specifications, criteria and policy, industry codes and standards, and standard practices related to mechanical engineering design, including ASME, BPVC, ASHRAE, NFPA, SMACNA, IMC, IPC, and International Building Code requirements.
  • Knowledge of local, state, federal, and foreign country laws, codes, and statutory requirements affecting mechanical engineering design throughout the NAVFAC Mid-Atlantic area of responsibility.
  • Knowledge of related architectural and engineering fields and their impacts on mechanical engineering design.
  • Knowledge and experience with Autodesk software, Microsoft Office products, mechanical engineering design and analysis software, and applicable Department of Defense computer systems and software.
  • Ability to produce written analysis, consolidate and evaluate findings and recommendations, and make oral presentations of proposed designs and study results.
  • Knowledge of budgeting, planning, and project management techniques, including the ability to coordinate the work of others and lead teams.
  • Knowledge of and full compliance with safety policy and guidance, including use of personal protective equipment.
  • A minimum of 5 years of professional mechanical engineering code-compliant facilities design experience for new construction, including renovation design experience, is required.
  • A Bachelor's degree in a Mechanical Engineering program from an Accreditation Board for Engineering and Technology institution is required.
  • Ability to stand, walk, kneel, crouch, remain stationary for at least 60% of the time, operate office equipment, use hands to handle objects or controls, reach with hands and arms, lift up to 25 pounds, speak and hear clearly, and see distant details.
  • Ability to work indoors and outdoors in varying weather conditions and occasionally navigate rough terrain, work in confined spaces, and operate at heights.
  • Required to wear personal protective equipment as necessary and work around potential hazards or contaminants.
Responsibilities
  • Support NAVFAC Atlantic in Norfolk, Virginia.
  • Provide mechanical engineering services for plumbing, heating, ventilation, and air-conditioning systems; digital data controls and instrumentation and control systems; chilled-water, steam, hot-water, compressed-gas, natural-gas, fuel-distribution and storage, energy-saving and conversion, renewable-energy and energy-efficient systems and studies; power-distribution and generation systems; utility plants and distribution systems; air-pollution control; water and wastewater control; process and chemical-process piping; piping and instrumentation diagrams; and security controls and Anti-Terrorism and Force Protection mechanical design.
  • Develop mechanical utility system engineering designs and plans for complex construction projects, including new construction and renovation projects.
  • Perform mechanical design work for government facilities such as office buildings, steam plants, hospitals, housing, manufacturing facilities, training facilities, waterfront structures, laboratories, command and control centers, hangars, and medical facilities.
  • Coordinate the work of others and lead project teams.
  • Prepare written analyses and consolidate and evaluate findings, recommendations, and facts.
  • Present proposed designs and study results orally.
  • Apply safety policy and guidance and use personal protective equipment as required.
