Requirements
  • Deep expertise in enterprise architecture (TOGAF, Zachman, or similar).
  • Strong proficiency in cybersecurity governance, IAM, risk frameworks, and compliance.
  • Advanced experience with Microsoft Cloud (Azure, Entra, M365, Defender, Intune, Purview) and AWS.
  • Extensive experience in system integrations, APIs, middleware, and automation platforms.
  • Strong understanding of data governance, MDM practices, and data quality management.
  • Exceptional ability to develop cross-departmental governance programs.
  • Skilled communicator; capable of explaining technical topics to executive audiences.
  • Bachelor's degree in Information Technology, Computer Science, Computer Engineering, or a related field (Typically).
  • Minimum of five years of progressively responsible experience in: Enterprise business management; Cybersecurity governance; Cloud architecture; Data governance & MDM; Enterprise integration architecture.
Responsibilities
  • Architect, design, and maintain SDCP’s enterprise systems ecosystem, including Dynamics 365 CRM and ERP, Enterprise Data Platform (EDP), BI platforms, and other mission-critical applications.
  • Develop and sustain the multi-year enterprise systems roadmap aligned with SDCP’s strategic goals.
  • Establish enterprise architecture standards, integration frameworks, and interoperability requirements.
  • Lead technical evaluations, RFPs, vendor demonstrations, and long-term application lifecycle planning.
  • Own SDCP’s cybersecurity governance program, including policies, standards, and risk management frameworks.
  • Oversee cybersecurity audits, penetration tests, incident response planning, and tabletop exercises.
  • Lead initiatives in identity governance, vulnerability management, and zero-trust architecture.
  • Ensure compliance with regulatory and industry frameworks such as NIST, SOC2, ISO 27001, and state mandates.
  • Demonstrate good leadership skills and an ability to inspire, mentor and lead a Team of IT and Cybersecurity professionals.
  • Build and lead SDCP’s enterprise data governance program, including data classification, retention, and stewardship practices.
  • Oversee data quality standards, metadata management, MDM, and enterprise data pipelines.
  • Collaborate with analytics teams to ensure data is secure, accurate, and properly governed.
  • Own the architecture and governance of cloud platforms (Azure, AWS, GCP).
  • Lead modernization initiatives, including cloud migration, re-platforming, and scalability improvements.
  • Implement FinOps framework for cloud cost management and budgeting.
  • Establish cloud security standards and ensure monitoring, resilience, and incident response readiness.
  • Lead cloud storage optimization and cost savings measures.
  • Articulate strategic business needs into multi-year actionable technology plans and enterprise system initiatives.
  • Present system architecture strategies, investment proposals, and risk briefings to executive leadership.
  • Evaluate emerging enterprise technologies and develop adoption frameworks.
  • Manage strategic enterprise vendors, including application providers, cloud partners, MSPs, and system integrators.
  • Lead RFPs, contract negotiations and performance management to ensure SLA compliance.
  • Oversee technical delivery and ensure adherence to architecture and security standards.
  • Lead enterprise program governance for complex system implementations and modernization projects.
  • Oversee change management, UAT frameworks, system rollouts, and cross-departmental coordination.
  • Ensure documentation, risk tracking, and project governance structures are consistently maintained.
  • Serve as the primary systems liaison across departments.
  • Translate departmental operational needs into system configurations, workflows, and integration solutions.
  • Develop system-level training, adoption strategies, and change management processes.
Desired Qualifications
  • Experience in the energy sector and/or supporting the implementation of programs funded by California state agencies (e.g., California Public Utilities Commission, California Energy Commission, California Air Resources Board).
  • Ability to effectively represent the organization in various professional settings, from local to national levels, such as conferences, workshops, and executive meetings.
  • Relevant certifications (e.g., CISSP, CISM, CCSP, TOGAF, Azure Solutions Architect).
