An excellent opportunity has arisen for an experienced qualified Chartered Surveyor (MRICS) to join Fife Council's Estates Team within Property Services. This is a key senior professional role providing the opportunity to manage and advise on one of Scotland's most diverse and interesting local authority property portfolios.

While a full-time appointment is preferred, we are equally keen to hear from experienced professionals seeking flexible or part-time arrangements.

The Estates Team manages approximately 1,400 non-housing assets, encompassing:

• A broad commercial estate (retail and industrial).
• Site acquisition and development.
• Community facilities halls, centres, telecoms and utilities infrastructure.

You will provide a professional advice across the Council to support corporate priorities, drive best use of the property portfolio, and deliver an effective, customer-focused property service.

This role offers opportunities across a range of general practice activities including:

Property Management:

The Estates team manage a leased property portfolio generating approximately £5m per annum. Undertake lease management, rent reviews, lease renewals and negotiations with tenants and their agents.

Acquisitions, Sales and Leasing:

• Negotiating land purchases for Council projects such as schools, care homes, cemeteries and infrastructure projects.
• Managing disposals of surplus assets to deliver capital receipts.
• Undertaking a wide range of commercial agency work.

Valuation:

• Providing valuations for acquisitions, disposals, asset accounting and statutory purposes.
• Assessing values for access rights, servitudes and wayleaves.

The Person

You will be an MRICS-qualified Chartered Surveyor with broad professional experience and a pragmatic approach to problem-solving.

You will demonstrate:

Essential Requirements:

Chartered Surveyor status (MRICS) with a minimum of 5 years post qualification property experience in one or more of:

• Commercial property valuation.
• Leasing.
• Acquisitions.
• Disposals.
• Development.

Excellent verbal and written communication skills.

Strong organisational skills.

Full valid driving licence.

Experience within a local authority or public sector setting would be advantageous but is not essential.
