Requirements
  • U.S. citizenship is required.
  • An active Top Secret security clearance with SAP/SCI eligibility is required.
  • At least 5 years of experience as a Contractor Special Security Officer, Facility Security Officer, or Alternate Facility Security Officer in the defense industry is required.
  • A bachelor's degree is preferred, or equivalent relevant security experience.
  • Completion of the Defense Counterintelligence and Security Agency STEPP FSO Program Management Curriculum is required within 6 months of the start date.
  • Knowledge of NISPOM, ICD 705, DoDM 5205.07, FOCI, ITAR, and relevant standards is required.
  • Proficiency in DISS, NBIS, NISS, eQIP, SIMS, JADE, Scattered Castles, and Microsoft Office is required.
  • Experience interpreting and implementing security classifications, contracts, and incident response or mitigation is required.
  • Successful completion of CDSE's Intro to SAPs is required.
  • The role requires strong written and oral communication and the ability to manage sensitive and complex communications discreetly and diplomatically.
  • The role requires the ability to stand, bend, and move throughout the facility for audits and inspections.
Responsibilities
  • Implement security policies and standards for classified Sensitive Compartmented Information and Special Access Programs at the facility.
  • Maintain security posture and compliance for multiple SCI and SAP classified contracts in accordance with DoDM 5205.07, ICD 705, and IC/DOD security policies.
  • Maintain accurate personnel security records in SIMS, JADE, and Scattered Castles.
  • Conduct self-inspections, support internal staff assistance visits, and prepare for government compliance inspections.
  • Develop, review, and implement security policies, standard operating procedures, Program Protection plans, OPSEC plans, and transportation plans.
  • Maintain classified material accountability.
  • Prepare, interpret, and implement DD254 requirements.
  • Interpret and apply security classification guidance.
  • Investigate and document security incidents and implement corrective actions.
  • Provide initial and refresher briefings, debriefings, and foreign-travel briefings to staff.
  • Implement the Construction Security Plan as Site Security Manager for the new SCIF, SAPF, and Open Storage Area construction project.
  • Implement and ensure compliance with NISPOM, FOCI, ITAR, and related government and contractual security requirements.
  • Manage personnel clearances through DISS/NBIS, including onboarding, indoctrination briefings, debriefings, and continuous vetting.
  • Support KMP requirements and maintain Facility Security Clearance records.
  • Manage physical security systems, including access control, alarms, and secure storage.
  • Manage classified material receipt, storage, transmission, and destruction while maintaining accurate accountability records.
  • Prepare, issue, and track contract and subcontract DD254 forms.
  • Conduct annual self-inspections and prepare for DCSA vulnerability assessments.
  • Develop and deliver security and insider-threat awareness training.
  • Report security incidents, suspicious contacts, and foreign travel in compliance with federal policies.
Desired Qualifications
  • Industrial Security Professional or ASIS Certified Protection Professional certification is preferred.
  • COMSEC Custodian and/or Insider Threat Program Officer experience is preferred.
  • Experience in classified information technology and physical or technical security is preferred.
