  • Associate’s degree or experience may substitute a degree
  • One (1) year of appraisal experience that demonstrates the ability to perform the duties of the position
  • Basic knowledge and understanding of the three (3) approaches to value
  • A valid driver's license
  • This position requires the appraiser to use their own vehicle to perform field inspections; their vehicle must be properly insured
  • Possession of, or ability to obtain within 90 days of hire or as soon as reasonably possible an Oregon State Appraiser Registration as outlined in ORS 308.010
  • Ability to pass a criminal background check
Responsibilities
  • Value property using complex income, market, and/or cost approaches: Determine total real market value of property including land and improvements.
  • Value industrial and commercial property accounts as assigned. Inspect improvements to determine highest and best use.
  • Perform value calculations in the Computer Assisted Mass Appraisal (CAMA) system and utilize various software applications to assist in workflow tracking.
  • Determine values for consolidation and segregation of property.
  • Collaborate with Department of Revenue staff on appraisal issues and interpretation of Oregon Revised Statutes (ORS). Work jointly with Appraisal Data Analyst(s) to ensure proper trending, pricing, and model valuation tables are set up within the CAMA system.
  • Work with property owners or their representatives regarding Real Market Value (RMV) and related assessment issues; explain property owner’s rights and appeal procedures.
  • Research and analyze sales as well as comparable rents and expenses, to form conclusions for use in appraisals. Prepare summary appraisal reports and testify before the Property Value Appeals Board (PVAB).
  • Prepare narrative appraisal reports for and testify at Department of Revenue and Tax Court hearings; Manage appeal case load by monitoring Case Management Conferences (CMC’s), status report updates, receipt of discovery, site inspections etc. Communicate as needed, any relevant updates to our County Legal Counsel.
  • Research and analyze data for use in sales as well as market value appraisals of industrial, commercial and multifamily property, including machinery and equipment.
  • Research includes gathering and confirming property characteristics, exemptions, sales data, rental/lease information, and interviewing owners, agents, tenants, dealers, manufacturers, government agencies, and associated parties. Mail surveys to building owners to determine rental and expense information and occasionally interview tenants.
  • Analyze the gathered data to determine vacancy, market rent, expense rates, and capitalization rates for use in appraisals and modeling.
  • Analyze zoning regulations and land use restrictions; ascertain the availability of utilities; determine ingress and egress, topography, shape, and other pertinent data on land sites.
  • Inspect improved property to determine use, condition, and construction information; measure buildings and interpret blueprints to determine size and construction features; determine property's highest and best use.
  • Prepare scale drawings of new buildings and structures; utilize state and nationally published cost information to estimate the value of new and partially complete improvements.
  • Accompany Personal Property staff on site inspections.
  • Inspect and/or determine value of government owned property leased to taxable entities, to be placed on the Certified Tax Roll. When requested, determine the value of property for which an application for exemption(s) has been received by Special Programs Group(SPG).
  • Initiate changes to the Certified Tax Roll to correct double assessments, omitted property, clerical errors and other changes related to the assessment roll.
  • Determine value of properties, whose owners have applied for special assessment programs like Historic Preservation, Affordable Housing programs, “Construction In Progress”(CIP), Fire or “Act of God” and other special assessment programs.
  • Answer questions and provide information to the public; investigate customer inquiries and recommend corrective action as necessary.
  • May assist in the training of new or less experienced appraisers or appraiser technicians.
Desired Qualifications
  • More than 2+ years appraisal experience
  • Major coursework in real estate, appraising, business, finance, accounting or a related field
  • Solid understanding of the principles, practices, and procedures of commercial and/or industrial property appraisal
  • Understanding of the Oregon Property Tax appeal process
  • Working knowledge of building architecture, reading blueprints, and ability to understand construction terminology
  • Ability to use Marshall and Swift Cost Estimator for use in coast approach valuation
  • Proficient knowledge and understanding of the three (3) approaches to value
  • Ability to read, organize, and analyze financial statements
  • Any level of knowledge and/or awareness of real property exemption programs, ie Affordable Housing, Historic, Construction in Progress (CIP)
