Requirements
  • 2 years minimum of prior Federal Emergency Management Agency (FEMA) Public Assistance (PA) experience
  • A bachelor's degree and 5 years of experience in a related field; OR 10 years of experience in a related field (without a degree; must have high school diploma or GED)
  • 1-2 years of experience in providing appraisal services of large commercial infrastructures
  • 1-2 years of experience in providing appraisal services in any of the following types of work: Restoration of roads, bridges, water control facilities, buildings, equipment, utilities, debris removal, schools, churches, parks, and/or recreation centers
  • The ability to obtain and maintain FEMA Public Trust
  • A United States citizenship
  • The ability to maintain FEMA specific trainings
  • Strong Microsoft Office skills
  • Excellent written and oral communication skills
  • The ability to deploy to any location in zone 2 with a 24–48-hour notice after Task Order Award
  • The ability to go on 6–12-month deployments at a minimum
  • Comfortability and experience using a smart phone
  • The ability to work independently, in a team environment and under stressful conditions with tight deadlines
Responsibilities
  • Develop cost estimates for infrastructure projects
  • Evaluate applicant-provided cost claims for reasonableness
  • Review information provided and identifying additional information needed
  • Research, review, and update equipment rates used in reimbursing applicants for the use of applicant owned equipment while performing eligible work
  • Develop and validate the Scope of Work (SOW), Cost Estimate for to-be-completed work based on Site Inspection Reports (SIR) and provided Damage Descriptions and Dimensions (DDD)
  • Enter projects into the Grants Manager (GM) system and ensuring the developed DDD, SOW, and cost are consistent with each other and adequately supported by source documentation
  • Utilize standard sampling methodology to verify projects
  • Document the requirements necessary to complete the project in a request for Information (RFI) while working with the PDMG and the Task Force Lead to resolve outstanding requests
  • Perform peer reviews of projects formulated by other team members
  • Verify legal descriptions in public records
  • Inspect new, existing, and damaged property, to include all parts of the structures taking into consideration condition, design, construction, and land value
  • Photograph interior and exterior and all areas of the property
  • Use comparable and other means to determine value
  • Prepare detailed appraisal reports and presenting them to PA and FEMA
Desired Qualifications
  • Knowledge of the FEMA Public Assistance program/policy
  • Trained in the new Public Assistance delivery model is preferred
  • Active FEMA badge
