Requirements
  • A Bachelor of Science or Bachelor of Business Administration degree in Accounting is required.
  • Six years of accounting experience are required.
  • Four years of experience in the hospital field or in public accounting performing audits for a hospital or intermediary client and completing cost or contribution margin analysis are required.

Responsibilities
  • Serve as the primary resource for the DCH Health Care Authority to monitor and interpret Federal and State reimbursement regulations, develop reimbursement strategies, and maintain proficiency in the Federal Register and Medicare, Medicaid, Tricare, and Blue Cross reimbursement principles and regulations.
  • Direct and assist with preparing, completing, and reviewing regulatory reports required by third-party and governmental agencies regarding Authority reimbursement.
  • Serve as the primary liaison with external auditors and government agencies.
  • Review and ensure proper third-party reimbursement.
  • Monitor federal and state legislative changes affecting governmental payor plans and hospital reimbursement, and identify opportunities to influence policy.
  • Ensure contractual accruals and settlement estimates are accurate through oversight and understanding of the contractual deduction process.
  • Assist in preparing budget calculations related to third-party reimbursement, including contractual adjustment estimates.
  • Research and provide recommendations regarding Core-Based Statistical Area enrollments to determine wage index classification.
  • Prepare interim calculations to project estimated third-party reimbursement rates.
  • Oversee formal appeals when necessary.
  • Complete the Medicaid Assister Program each quarter.
  • Perform monthly operating reviews for assigned departments.
  • Prepare and file annual cost reports and amendments.
  • Coordinate appeals for Medicare cost reports.
  • Oversee DSH and S-10 filings.
  • Monitor reimbursement workflow and direct staff to ensure daily tasks are completed.
  • Oversee governmental reimbursement audits.
  • Work to maintain and improve area wage index and occupational mix adjustment.
  • Prepare for and respond to year-end audits by third-party auditors.
  • Manage the departmental budget.
  • Interview, select, hire, and retain employees.
  • Ensure employee orientation and training.
  • Manage employee performance.
  • Promote, demote, or transfer employees to meet organizational needs.
  • Execute the employee accountability process up to and including termination.
  • Manage departmental productivity standards.
  • Perform compliance requirements.
  • Approve payroll and ensure accurate employee payment.
  • Manage front-line operations and departmental goals.
  • Maintain performance, patient and employee satisfaction, and financial standards.
  • Adhere to DCH Health System policies and procedures and applicable compliance requirements.
  • Use electronic mail, time and attendance software, learning management software, and the intranet.
  • Maintain safety and reduce risks and hazards for patients, visitors, and employees.
  • Perform other duties as assigned.
Desired Qualifications
  • A Master of Business Administration degree or Certified Public Accountant credential is preferred.
  • Four years of experience in a position of supervisory responsibility is preferred.
  • Prior experience completing cost reports for government programs is preferred.
