Responsibilities
  • Design, develop, evaluate, and modify end-to-end systems and systems-oriented products throughout their entire life cycle using a holistic approach.
  • Generate quantifiable requirements based on customer descriptions, system planning and design, and acquisition logistics.
  • Ensure requirements comply with client requirements and government standards through formal verification methods.
  • Translate high-level product development strategies into system requirement specifications and work with other engineering disciplines to develop lower-level detailed implementation requirements.
  • Establish and coordinate the development of standards, practices, and procedures related to overall product development.
  • Design interfaces and integrate system elements so they work as a whole.
  • Assess performance using evaluation criteria and technical performance measures.
  • Serve as a customer liaison and provide support to understand and shape requirements.
  • Participate in system conceptual design and document design concepts.
  • Perform Lead Systems Engineer - Senior duties for the Defense Intelligence Agency Chief Information Officer Infrastructure Services program in accordance with approved technical, security, quality, configuration, and change-control processes.
  • Coordinate assigned activities with Government representatives, program leadership, engineering, operations, cybersecurity, service owners, and other mission partners.
  • Maintain accurate technical, operational, and status documentation.
  • Identify risks, issues, dependencies, and corrective actions affecting assigned work.
  • Work on-site in a secure contractor office or Sensitive Compartmented Information Facility for classified duties.
  • Travel up to 10% within the continental United States to Government, contractor, or mission-support locations as required.

IT contractor TekSynap warns 69 employees of potential layoffs. The Reston company is looking for alternative assignments to keep the engineers and project managers on board as a federal contract ends. Sixty-nine workers at an IT federal contractor are facing layoffs as a defense contract is coming to an end. TekSynap, which is headquartered in Reston and employs more than 1,000 people, announced in its federally required Worker Adjustment and Retraining Notification (WARN) that the company is "actively evaluating" other available work to avoid layoffs. Affected employees, who are located across the US, include engineers, product managers and analysts. Layoffs would happen across October, November and December, based on the remaining work in what the company calls its "wireless" contract, per the filing. It's unclear exactly what work that refers to. Only one active TekSynap contract related to wireless appears in the USAspending.gov database. It's with the Department of War's health agency, to install new wireless network infrastructure - and is scheduled to end Sept. 29. TekSynap did not respond to a request for comment. A WARN doesn't necessarily mean the jobs will definitely be cut. It's common for government contractors to file this kind of notice when contracts are nearing their end (or pending renewal), as leaders determine if it's possible to keep workers employed, since federal rules require advanced notice of large-scale layoffs. It happens a lot during government shutdowns. TkSynap has won 1,905 contracts valued at $1.1 billion since its founding in 2008, including IT services for the Nuclear Regulatory Commission, Department of Interior and the General Services Administration, in addition to its defense work. Several new contracts were announced this summer.
