Requirements
  • 5-7+ years of progressive People experience, including 3-5 years in a leadership role.
  • Significant experience in a high-growth startup building People processes and teams from the early stages.
  • Strong command of talent acquisition, compensation, performance management, and daily People operations.
  • Experience with government contracting regulations including OFCCP, SCA, and FLSA, and with personnel security requirements and clearances.
  • Proven experience working cross-functionally with executive and business unit leaders.
  • Candidates must be authorized to work in the United States.
  • Ability to navigate ambiguity and make decisions with a hands-on approach.
Responsibilities
  • Develop and execute a comprehensive People roadmap aligned with business growth, including the complexities of hiring cleared professionals in competitive markets.
  • Advise the CEO and executive leadership team on organizational design, culture, and high-performance employee management, including employee relations, reviews, investigations, and mediation.
  • Oversee the full employee lifecycle, including onboarding, career pathing, succession planning, transition planning, and learning and development tools.
  • Establish and maintain leveling strategies and market-competitive salary bands supporting transparency and internal equity within the total rewards program.
  • Work with the CEO and executive leadership team on personnel planning, People analytics, workforce insights, and building the company culture.
  • Partner with Finance on compensation models, Legal on risk and compliance, and site Operations on personnel needs.
  • Collaborate with the Security team on cleared hiring and regulatory compliance.
  • Build and maintain a People analytics function that tracks and presents workforce metrics for executive leadership.
  • Maintain and use scalable human resources information systems and payroll systems to streamline administration and data analytics.
  • Ensure compliance with federal and state labor laws and personnel security standards, including OFCCP, NISPOM, and ICD.
  • Administer compensation and benefits programs, including equity and 401(k) plans, while meeting 409A and government contractor requirements.
  • Support security clearance processes and manage employee relations with a focus on risk mitigation and ethical standards.
  • Evaluate and manage third-party People-operation vendors, including benefits brokers, background-screening providers, recruiting tools, and learning platforms.

Nooks offers a platform-as-a-service that enables government agencies and private defense/space firms to collaborate on classified projects. It accelerates tech adoption in national security by handling facility clearance sponsorship and personnel clearances, simplifying compliance and onboarding. Small Companies Can’T Access Classified Work Without A Secure Space To Work In

It’s a Catch-22 that Congress wants to alleviate.The 2024 National Defense Authorization Act includes language from both the House and Senate meant to open up existing classified work-spaces to small businesses.Building or gaining access to a government-approved secure workspace is a costly burden that adds to the already thorny problems defense startups face in getting security clearances for their employees and in getting their companies as a whole “covered” or cleared to work on classified projects.Such hurdles curb or prevent innovative, potentially war-winning technologies and ideas from being embraced and applied by the Pentagon says Andrew “Scar” Van Timmeren, vice president of government solutions for Blue Force Technologies, a small North Carolina-based business which recently secured a contract to build prototype unmanned adversary training aircraft for the Air Force.A former USAF F-22 pilot, Van Timmeren has seen the problem surface repeatedly among the cohort of defense startups traveling in the same circles as Blue Force, shutting them out of potentially meaningful contracts and contributions to national security.“It’s remarkably easy for continued contracts to go to incumbents within the cleared [classified] space because of the time and effort it takes to increase the number of new businesses that have access to cleared [workspace].”Van Timmeren cites an example wherein defense program managers are evaluating candidates to perform radar cross section survivability analysis of an aircraft. There’s already a cleared company with its own approved secure workspace. Another new firm may want to enter into that mix.
