Requirements
  • Bachelor’s Degree with six (6) years of experience in Procurement and/or Subcontracts with highly complex multi-year high dollar subcontracts.
  • Graduate Degree with four (4) years of experience in Procurement and/or Subcontracts with highly complex multi-year high dollar subcontracts.
  • In lieu of a degree, minimum of 10 years of prior related experience in Procurement and/or Subcontracts with highly complex multi-year high dollar subcontracts.
  • Must be a U.S. Citizen.
  • Ability to obtain and maintain a DoD Secret Clearance.
Responsibilities
  • Communicate within and outside of own function to gain cooperation on operational processes, practices, and procedures.
  • Make moderate to substantial improvements to systems and processes.
  • Contribute to achievement of departmental goals and operating plans with direct impact on the departmental results.
  • Work is performed with general oversight.
  • May manage large projects or processes that are both inside and outside of immediate job area.
  • Responsible for providing guidance, coaching and training to other employees.
  • Manage complex projects at this level, involving delegation of work and review of work products.
  • Work consists of making moderate to substantial improvement or enhancements to systems and processes to improve performance of job area.
  • Opportunities for problem solving and innovation are complex and may require comprehensive information gathering, analysis and investigation to understand the problem.
  • Work to achieve operational targets with direct impact on the departmental results.
  • Contribute to the development of goals for the department and planning efforts (budgets, operational plans, etc.).
  • Preparing, reviewing and managing Supplier Statements of Work.
  • Must have SAP experience and be able to troubleshoot within SAP.
  • Negotiation expertise in both cost and terms and conditions is critical.
  • FAR and DFAR’s understanding is a must.
  • Negotiates supplier statements of work.
  • Tailor, and negotiate terms and conditions for the procurement of specialized materials, equipment, and services.
  • Negotiate and coordinate additions, deletions, or modifications to subcontracts.
  • Other duties as assigned by Supervisor.

L3Harris Technologies has successfully completed a hot-fire test of its stage two advanced large solid rocket motor for the Missile Defense Agency's Next Generation Interceptor programme. The company conducted the test as part of the Lockheed Martin team developing the homeland missile defense system. The test validated the system's design integrity, with the motor completing a full-duration burn in a simulated high-altitude, vacuum environment. Engineers evaluated performance in conditions mimicking Earth's upper atmosphere. L3Harris serves as the primary propulsion and control systems provider for NGI, producing both stage one and stage two rocket motors, plus the Attitude Control System and Divert and Attitude Control System. The company manufactures components across facilities in California, Virginia, Alabama, and Arkansas.

Iran tensions expose defense supply gaps as AeroVironment lands $186M drone deal

Iran's recent attacks in the Strait of Hormuz and Red Sea have exposed critical shortages in defense supplies, particularly drones, precision weapons, and artillery shells. This situation presents opportunities for defense contractors positioned to scale production. AeroVironment secured a $186 million US Army order in February 2026 for Switchblade loitering munitions, part of a five-year contract with a $990 million ceiling. The systems enable small units to destroy armored vehicles without larger missiles. L3Harris Technologies reported orders of $7.8 billion in Q1 2026, with a book-to-bill ratio of 1.4 and record backlog of $40.7 billion. US Pentagon signs seven-year deals with L3Harris and Lockheed Martin to expand missile defense production

The US Defense Department announced two seven-year agreements with L3Harris Technologies and Lockheed Martin on 27 July to expand propulsion capacity for Patriot and THAAD interceptors, addressing missile defence system shortages driven by Iran tensions. RTX also benefits as a key contractor and supplier for these systems. L3Harris is up 3% this year, whilst RTX and Lockheed Martin have gained more than 17% and 19% respectively. Lockheed reported Q2 revenue of $20.1 billion, up 11% year over year, with a record backlog of $230 billion. Through its Aerojet Rocketdyne business, L3Harris supplies solid-rocket motors for THAAD and Patriot missiles, benefiting from demand regardless of contract awards.

L3Harris to quadruple THAAD missile propulsion production under 7-year DoW contract

L3Harris Technologies has signed a framework agreement with the Department of War and Lockheed Martin to quadruple propulsion production for the Terminal High Altitude Area Defense (THAAD) system. The seven-year contract will be the largest THAAD propulsion award L3Harris has received to date and is expected to be finalised later this year. L3Harris produces THAAD's Solid Rocket Boost Motors and Liquid Divert and Attitude Control Systems for the Missile Defense Agency. The company manufactures these components at facilities in Huntsville, Alabama, Camden, Arkansas, and Los Angeles. The expansion builds on L3Harris' ongoing investments, which include constructing approximately 60 facilities and adding or upgrading nearly one million square feet of manufacturing and office space across its rocket motor production sites in Alabama, Virginia, and Arkansas.

L3Harris Technologies reports record $42B backlog, raises 2026 revenue and EPS guidance

L3Harris Technologies reported strong second quarter 2026 results with revenue of $5.9 billion, up 8% year-over-year. The aerospace and defence company posted diluted earnings per share of $3.13, a 28% increase. Orders reached $7.3 billion with a book-to-bill ratio of 1.2x, pushing backlog to a record $42 billion. Operating margin improved 60 basis points to 11.1%, whilst segment operating margin reached 16.0%. Operating cash flow rose 37% to $879 million, and free cash flow increased 37% to $771 million. Capital expenditures totalled $108 million. The company raised its full-year 2026 guidance, now expecting consolidated revenue of $23.2 billion to $23.7 billion and diluted EPS of $11.75 to $11.95. Growth was driven across all segments including Space & Mission Systems, Communications & Spectrum Dominance, and Missile Solutions.
