  • 10 years of experience in personnel, facility operations and maintenance, and project management.
  • Experience identifying and resolving emerging problems to minimize issues and costs and ensure compliance with operations and maintenance requirements.
  • Ability to work independently, organize and implement facility programs, and manage numerous tasks concurrently.
  • Excellent verbal and written communication skills, including experience preparing cost estimates and statements of work, evaluating contractor quotes, reviewing documents for technical accuracy, and preparing technical manuals.
  • Proficiency in Microsoft Office Suite.
  • Ability to work well with others and mentor or train team members.
  • Flexibility to changing workloads.
  • Experience assisting with strategic planning.
  • A bachelor's degree in Civil, Mechanical, or Electrical Engineering, which may be substituted with relevant work experience in Project and Personnel Management or similar duties.
  • Current possession of, or ability to obtain and maintain, the proper United States Department of Defense-issued security clearance.
  • United States citizenship is required for security-clearance eligibility.
  • Employment and start date are contingent upon receiving the required United States Department of Defense-issued interim security clearance.
  • Favorable completion of a National Agency Check with Local Agency Checks is required.
Responsibilities
  • Develop a maintenance schedule documenting all required facility and equipment preventive-maintenance tasks for Clear Site Facilities.
  • Develop, maintain, and update Operating Instructions and Standard Operating Procedures used for the day-to-day operation of facility systems.
  • Comply with facility warranty requirements and update or maintain the United States Army Corps of Engineers warranty management plan.
  • Participate in facility commissioning activities and attend any offered RPIE or system training.
  • Support facility-systems integration by coordinating scheduled and unscheduled maintenance and operations with affected parties, performing functional testing, and operating systems as required.
  • Supervise and direct assigned maintenance and operations personnel and schedule workload in accordance with requirements.
  • Perform facility manager duties.
  • Ensure all work complies with the requirements set forth in the Performance Work Statement.
  • Organize and implement assigned operation and maintenance programs.
  • Prepare cost estimates and statements of work.
  • Evaluate contractor proposals.
  • Review documents for technical adequacy and assist with technical manuals.
  • Maintain ongoing, open two-way communication with the Site Manager and client as the main point of contact.
  • Provide technical expertise for assigned tasks and projects.
  • Conduct assigned technical work within budget and on schedule.
  • Conduct research or other field work as assigned.
  • Attend, participate in, organize, and facilitate meetings as requested by the customer.
  • Perform other duties as required.
