Requirements
  • A minimum of 5 years of experience managing service, operations, and maintenance in multifamily, single-family, military housing, or equivalent environments is required.
  • A high school diploma or equivalent is required.
  • EPA certification to handle refrigerants is required.
  • A valid driver's license is required.
  • Availability to work flexible hours, including some weekends and evenings, is required.

Responsibilities
  • Manage service jobs to provide customer service and timely resolution to resident requests in occupied homes.
  • Monitor response times, resident satisfaction, portfolio productivity, and operational efficiency.
  • Review schedules and approve third-party vendors, vendor pricing, resident chargebacks, and invoices for completed work.
  • Provide technical support to service technicians to ensure proper diagnosis and repair of service jobs.
  • Ensure required training is completed for the manager and supervised team members, and administer the technical training program for the service team.
  • Follow up on service orders, ensure resident satisfaction, and resolve issues with dissatisfied customers.
  • Manage and execute the semiannual home inspection program to improve resident satisfaction, control unit-turn costs, and maximize average lease occupancy.
  • Conduct property visits for occupancy and lease-compliance checks, posting notices, coordinating utilities, and eviction lockouts.
  • Comply with the company's procurement policy and program while managing fleet and fleet stock.
  • Oversee vendors and maintenance and service jobs to achieve satisfactory outcomes, control costs, and accurately track and report work.
  • Ensure properties comply with company health and safety rules and applicable local, state, and federal health and safety laws.
  • Coordinate activities to maximize process efficiency.
  • Ensure workplace safety standards and practices are upheld.
  • Manage personnel performance, including reviews, career advancement, corrective action, mentoring, and performance improvement plans.
  • Communicate with the Service Director, Portfolio Operations Director, tenants, owners, agencies, and governmental representatives regarding service and Housing Choice Program issues.
  • Inspect and reinspect Housing Choice Program properties for compliance with Housing and Urban Development regulations, Housing Quality Standards, local building codes, and zoning ordinances.
  • Report deficiencies, determine responsibility for repairs, establish completion deadlines, document findings, and conduct follow-up inspections.
  • Document work required for units to meet standards and codes.
  • Complete paperwork for newly qualified Progress Choice Homes and perform related program duties as assigned.
  • Maintain knowledge of local Housing and Urban Development program rules and changes in coordination with the centralized Housing Choice and Rental Regulations department.
  • Develop and maintain relationships with local market team members and Housing Authorities within the assigned region.
  • Perform other assigned duties in the best interests of the company.

Progress Residential secures $384.7M refinancing for multi-state rental portfolio

Progress Residential secured $384.7 million in refinancing from Goldman Sachs Mortgage Company for a multi-state single-family rental portfolio. The deal, closed on 25 June at an 83% loan-to-value ratio, covers properties valued at $462.1 million. The portfolio includes 64 homes across 14 Broward County cities in Florida, valued at $71.7 million, or over $1.1 million per property. Progress Residential is a subsidiary of New York private equity firm Pretium Partners. The refinancing closed two weeks before the 21st Century ROAD to Housing Act became law on 11 July. The legislation limits large investors owning at least 350 single-family homes from purchasing additional existing properties, though it permits portfolio refinancing.
