Requirements
  • A Bachelor's degree in Computer Science or a related field from an accredited college or university.
  • One to three years of experience developing software according to technical specifications, compliance requirements, and development standards.
  • One to three years of experience automating information exchange and process initiation between software systems.
  • One to three years of experience developing software in support of business operations.
  • Knowledge of Software Development Life Cycle phases, models, documentation, and best practices.
  • Knowledge of Information Technology Infrastructure Library principles, processes, and how code fits into a larger Service Value System for service delivery.
  • Knowledge of application programming interface development, including SFTP and REST protocols.
  • Knowledge of SQL, C++, C#, .NET, MVC, XHTML, CSS, XML, and other programming languages and models used by Administration Technology Services.
  • Knowledge of software version control.
  • Knowledge of secure software development and cybersecurity best practices.
  • Ability to develop technical specifications used during software development and implementation.
  • Ability to design, analyze, and modify databases, data systems, dashboards, and reports.
  • Ability to read, debug, and document code and database elements written by others.
  • Research and analytics skills for problem solving.
  • Ability to explain technical concepts to non-technical personnel.
  • Ability to follow a plan of action, report issues, and provide detailed status updates.
  • Ability to work on more than one problem at a time and track items placed on hold to ensure they are completed later.

  • Ability to create, maintain, reference, and utilize department documentation.
  • Ability to justify work performed by programmers or software maintained by the department for a customer, leader, or auditor.
Responsibilities
  • Provide high-level technical design, development, and support for a diverse portfolio of administrative systems.
  • Manage the full lifecycle of applications governing Delivery Services, Parking and Transportation, Telecommunications, and Administration Technology Services custom solutions.
  • Ensure technical solutions align with the intended business use case.
  • Apply a security-by-design approach to software solutions.
  • Participate in all other aspects of software development life cycles, including the annual review of tools, frameworks, and methodologies used within Administration Technology Services.
  • Maintain the technical integrity and support of systems for mail sorting and digitization, shipping management and last-mile delivery, business asset lifecycle, parking management, license plate recognition, car counting, permit payroll deduction integrations, telecommunications call tracking and accounting, service request systems, Central Billing, TeamDynamix, Visual Lease, and Tuition Calculator.
  • Integrate cybersecurity best practices into designs and explain them clearly to end users.
  • Create and maintain system documentation through regular reviews in accordance with department change management standards.
  • Contribute openly to the growth of all team members.
  • Troubleshoot and resolve technical issues directly with customers.
Desired Qualifications
  • Between three and five years of professional experience meeting all position requirements.
  • Between one and three years of supervisory experience that included providing coaching and work performance assessments.
  • Experience using a ticketing environment to follow Information Technology Infrastructure Library practices.
  • Experience using the Software Development Life Cycle framework to create software.
  • Experience working directly with customers to troubleshoot and resolve technical issues.
  • Knowledge of double-entry accounting and Workday reporting and integrations.
  • Knowledge of mail and shipping operations, business asset management, and surplus store operations.
  • Knowledge of telecommunications call accounting and parking management.
