Requirements
  • Prior customer-facing federal government advisory experience at the agency level
  • Exceptional oral and written communication skills, including presentation skills (e.g., MS PowerPoint)
  • Ability to pass government background check requirements; The ideal candidate must have or be able to obtain a Secret security clearance
  • A Bachelor's degree in Accounting or Finance from an accredited institution of higher learning
  • A minimum of 3 years financial/budgetary experience as it pertains to contract closeout activities and be proficient in the use of the Army’s automated financial systems such as GFEBS (Government Finance Electronic Budget System), ODS (Operational Data Store), CAPS (Contract Accounts Payable System), PD (Procurement Database) and EDA (Electronic Document Access)
  • Strong knowledge of The ProSidian Contractor operations
Responsibilities
  • Conduct administrative actions required in support of retiring a physically completed contract or order. Tasks include utilizing Unliquidated Obligations (ULO) lists, conformed copies of the last contract Modifications, utilizing the ODS reports from the Resource Management Tool (RMT), Government Financial Electronic Budget System (GFEBS), CAPS report and Wide Area Workflow (WAWF) for invoice copies
  • Provide contract closeout administration support to the delegated Mission Installation Contracting Command (MICC) office supporting prior year FORSCOM contract closeout. Review and analyze current and prior year FORSCOM Contract Line Item Numbers (CLIN)/accounting data and invoices for contact closeout reconciliation
  • Prepare and distribute contract closeout spreadsheets to The ProSidian Contractor POC for contract closeout reconciliation prior year for preparation of closeout data
  • Compile complete reconciled data packet for prior year FORSCOM de-obligation recommendations to the servicing MICC contract closeout office
  • Monitor invoices and funding on contract actions for all current and prior year FORSCOM contracts, notifies the KO and Resource Manager (RM) of any shortfalls
  • Assist in resolving DFAS related invoicing issues on all current and prior year FORSCOM contracts through the Army business enterprise systems (GFEBS/STANFINS/RMT), emails and meetings with DFAS personnel
  • Review CLINS for unused funding and notify PM of any issues
  • Establish a verification system to identify unit’s audit readiness posture in respect to the GCSS-A program, the Campaign On Property Accountability (COPA) program and the contract closeout administrative support team efforts by examining unit controls, processes and records to ensure compliance with the Army’s audit readiness program, applicable regulation, field manual, technical publication, and FORSCOM policy
  • Provide reports of findings, analysis of trends, and recommendations for corrective actions to the COR upon request
  • Coordinate and collate reports from all audit readiness evaluators and to provide an initial report of findings upon completion of the inspection/assistance visit. Not later than 5 working days after an inspection/assistance visit.
  • Prepare detailed reports of findings and an executive-level summary of findings and trends. All findings, analysis, and trends shall be treated as unclassified material and shall be controlled IAW applicable regulation. Release of findings, analysis and trends will be through the COR
