Requirements
  • Bachelor's degree in business, engineering, or other relevant discipline.
  • 10 years of relevant experience in areas such as: project development, project management, project controls, scheduling, cost analysis, construction management, maintenance, service planning, compliance, financial planning or quality control/assurance.
  • 5 years leadership or team lead experience.
Responsibilities
  • Provide overall leadership, strategy and guidance for all project controls efforts and resource/work planning in a large function within Major Projects.
  • Leading the kickoff of projects to evolve business case into proper scope, schedule, and budgets for project delivery and execution of the work.
  • Ensure and oversee planning, regulatory compliance, governance, performance reporting, resource planning and communications.
  • Lead the annual and multi-year forecasting and planning process for all projects in function/department.
  • Develop strategies, plans and processes for the allocations of approved project funds or work/projects to the different operating divisions/areas/regions.
  • Ensure that all projects are managed in accordance with applicable regulatory requirements, filings, tariffs and follow established guiding principles/best practices.
  • Establish overall strategy for performance measures and oversees the development, production and presentation of comprehensive project and program management and resource & work planning performance measures and metrics.
  • Present regular project and work plan status updates and resource utilization information to officer team.
  • Define and implement a resource planning strategy that incorporates the annual work plan, capacity and demands. Ensures efficiency and optimization of resources.
  • Collaborate cross-functionally to develop short- and long-term work plans and strategies. Reviews, considers and approves adjustments to plans to address funding or work changes.
  • Oversee work plan development, resource management and scheduling, tracking plan progress and program management. Leads centralized resource planning team to ensure effective coordination and guidance is providing to regional Resource Managers on work plan objectives and resource deployments.
  • Ensure staff monitors and identifies work plan and resource gaps and works with parties to develop recovery plans. Ensures there is adequate available work, at the right time, to support the work plan by region and system wide. Makes resource deployment decisions by identifying gaps and coordinating moves.
  • Coach staff to identify gaps in work methods, procedures, processes or training and partners with stakeholders to recommend solutions.
  • Handle escalated program issues, including dealing with external customers and/or communities to resolve problems and ensure excellent customer satisfaction.
  • Monitor compliance with Company and California Public Utilities Commission (CPUC) regulations, construction standards, and requirements. Ensures all required regulatory reporting is completed on time.
  • Leads and influences department staff to accomplish results through effective recruitment and selection, training and development, performance management and coaching, and rewards and recognition.

  • Master’s degree in business, engineering, or other relevant discipline.
  • Project Management Professional (PMP) or certificate.
  • Thorough understanding of regulatory requirements or tariffs for assigned program work.
  • Advanced knowledge of project and program management concepts, methods and practices.
  • Broad knowledge of resource planning and workforce scheduling concepts, methods and techniques.
  • Advanced leadership, coaching and change management skills.
  • High level written and verbal communication and interpersonal skills to develop and deliver presentations to various audiences.
  • High level influence and negotiation ability to obtain resolution on significant issues with all levels of leadership, including executive and external contacts.
  • Analytical, creative, innovative problem solving and strategic decision-making ability.
  • Adaptability to adjust to changing business dynamics and priorities.
  • Excellent customer service skills.
  • Strong business and financial acumen to manage large budgets and effectively lead a large department.
  • Knowledge of process improvement concepts, methods and best practices.
  • Working knowledge of ERP tools like SAP, P6, Unifier, etc.
