The salary for an HR Consultant I is up to $70,000 based on education and experience.
The salary for an HR Consultant II is up to $85,000 based on education and experience.

Position Summary
This position is in the Talent Management Group of Human Capital Management and is responsible for centralized human resource management consultant responsibilities for Oklahoma State Agencies. This involves responsibility for the interpretation and application of rules, laws, and policies; provides HR best practices. This position is also responsible for conducting compensation studies, job audits and wage and salary surveys.
Responsibilities
Serves as a system administrator in Workday@OK for HR functions governed by the Human Capital Management Team.
Performs position management tasks in Workday@OK concerning the allocation of positions and the creation of positions needed to support agency functions.
Provides consultation to assigned agencies by analyzing and reviewing a variety of personnel transactions concerning filled and vacant positions, individual job changes, data changes, transfers, promotions, demotions, salary changes, grade changes, recruiting and terminations entered into the Workday@OK system.
Explains laws, rules, and regulations pertaining to personnel transactions and various personnel related issues to agency staff at all levels; and contacts the proper authority for interpretation of the laws, rules, and regulations pertaining to the more complex issues.
Serves as the shared leave liaison, responds to, and completes shared leave requests and donations.
Initiates and supports the establishment, revision, and deletion of the state job catalog for the state executive branch agencies; develops job descriptions, job specifications, organization charts, and other materials to describe positions and duties performed by employees; and determine appropriate classifications for individual positions.
Conducts wage and salary surveys by collecting and evaluating salary data from a variety of resources.
Completes statutorily required reports, Workday enhancements or changes, pay band analysis and movement recommendations, and work in other projects as assigned.
Level Descriptor ( HR Consultant I)
At this level, employees provide professional level consultative work in various HR management activities and tasks. This includes the interpretation and application of rules, laws, and policies; provides HR best practices.
Level Descriptor ( HR Consultant II)
At this level incumbents work with the highest degree of independence and autonomy with minimal review or oversight in providing HR management consultation to assigned agencies.
Minimum Qualifications:
- A bachelor’s degree in Human Resources Management, Business Administration, Business Management, or related field,
- and four (4) years of experience in Human Resources or an equivalent combination of education and experience.
- One additional year of expereince is required to be considered for the HR Consultant II.
Preference may be given to candidates with:
- A degree in Human Resource Management.
- Experience in Workday
- Experience with the Classification and Compensation HR functions.
The position is open to candidates at either Level I or Level II, based on their experience and qualifications.
