Requirements
  • Deep understanding and expertise in housing and community development policies, particularly the Low-Income Housing Tax Credit, CDFI Fund, Capital Magnet Fund, housing finance, Community Reinvestment Act, energy, and resilience policy.
  • Exceptional leadership, strategy, and management skills, with previous experience managing staff.
  • Federal government relations and policy development experience.
  • Longstanding relationships with policymakers in the legislative and executive branches.
  • Experience working with housing and community development stakeholders, specifically with Treasury, the Low-Income Housing Tax Credit and the Action Campaign, tax policy, housing finance, energy and disaster resilience, or other relevant sectors.
  • Ten years of relevant experience; a graduate degree may be substituted for up to two years of experience.
  • Excellent communications skills, including the ability to communicate complex policy issues effectively to a broad audience.
  • Public speaking, media relations, and public relations experience.
  • Professionalism, diplomacy, composure, flexibility, adaptability to change, and the ability to overcome obstacles.
  • Strong initiative and autonomy.
  • Strong organizational skills and the ability to coordinate complex activities, prioritize conflicting demands, and meet deadlines.
  • The ability to work independently, solve problems, and take responsibility for moving tasks forward with minimal supervision.
  • Occasional travel and evening or nontraditional hours are required.
  • The ability to contribute positively to work culture and function as an effective, collaborative team member.
Responsibilities
  • Lead the development and execution of Enterprise’s federal supply-side policy and advocacy agenda across tax policy, Treasury Department programs, housing finance reform, the Community Reinvestment Act, government-sponsored enterprises, insurance and housing development costs, energy and disaster recovery, and housing and community development authorizing legislation.
  • Coordinate supply-side policy work across the organization with capital, development, market, program, and state and local policy teams to identify high-impact policy engagement.
  • Lobby legislative, executive, and, as needed, judicial branches of the federal government on statutory and regulatory policy priorities.
  • Serve as a point person on the intersection between housing supply policy and other Enterprise divisions, identifying collaborative opportunities around execution, communications, and philanthropy.
  • Serve as a subject matter expert on the federal policy landscape, inform federal, state, and local policy efforts, and serve as a resource to Enterprise divisions and external partners.
  • Build, lead, and participate in coalitions with other advocates and community-based partners on priority policy efforts.
  • Work with the External Affairs team to develop internal and external communications and research content, including social media, press releases, op-eds, and other earned media, to advance advocacy efforts.
  • Perform senior-level operations and administrative tasks as needed, including procurement and management of consultants, onboarding new systems, and partnering with internal leadership on human resources, information technology, finance, and grants.
  • Set government relations strategy around Treasury, tax, energy, disaster resilience, housing finance, and additional housing and community development policies.
  • Drive outcomes and manage execution for multiple direct reports.

Taking On Bilt, Stake Aims To Expand Its Cash-Back Rewards Program For Renters

Aiming to compete with Bilt in the nascent property renter rewards market, Stake, a startup that provides cash back and banking services to renters, today announced that it raised $12 million in a Series A round led by RET Ventures’ new RET Ventures ESG Fund. Enterprise Community Partners, Hometeam Ventures, Operator Stack, Shadow Ventures, Olive Tree Ventures and Second Century Ventures, the investment arm of the National Association of Realtors, also participated, bringing Stake’s total raised to $17.9 million. Co-founder and CEO Rowland Hobbs says the new capital will be put toward expanding the platform and increasing Stake’s workforce from 17 employees to 23 by the end of the year
