  • Bachelor’s degree in Electrical Engineering from an ABET-accredited program
  • Possess NERC Certification or the ability to become NERC Certified within one year
  • Eight (8) years of progressive electric utility experience
  • Knowledge of engineering principles and practices applicable to Transmission System Operations
  • Experience performing power flow studies using PSSE, PowerWorld and/or PSLF software
  • Basic knowledge of protection systems and protective schemes
  • Fluency in Python or other related programming languages
  • Working knowledge of State Estimation theory
  • Working knowledge of real-time power systems applications software including Power Flow, AGC, and State Estimation
  • Working knowledge of client/server systems, personal computers, computer peripherals, computer architecture, computer networks, and Remote Terminal Unit equipment
  • Working knowledge of multi-user shared database environments
  • Working knowledge of digital and analog SCADA circuitry, SCADA communications, data links, testing and measuring equipment
  • Working knowledge of contract administration
  • Working knowledge of FERC Order 881, 888 and 889 and the Standards of Conduct
  • Ability to develop a working knowledge of FERC Order 890
  • Excellent oral and written communication skills

  • Responsible for performing real-time contingency analyses and engineering studies for forced and planned outages
  • Performing next-day and real-time power flow and transient stability analyses
  • Support the entire suite of Tri-State advanced network applications including SE, network model, CA, OTS, AGC, and Generating Plant Output Allocators
  • Ensure high quality and accurate network application solutions by tuning the network model and correcting issues with real-time telemetry, model parameters, and other appropriate measures
  • Interface with the EMS functional area regarding state estimator, contingency analysis, real-time model, and training simulator
  • Assist in the development of specifications, related software and hardware, and documentation for the training simulator
  • Coordinate Transmission System Operations needs with Power Marketing, Transmission Maintenance, Transmission Engineering, and Transmission Planning functional areas
  • Assist in maintaining the transmission line data catalog for Transmission System Operations’ needs
  • Develop and maintain historical records regarding transformers and line loadings to be shared with Transmission Planning and Transmission Engineering to target equipment that may need to be replaced
  • Represent Transmission System Operations in pre-construction meetings, LGIA and LGIP meetings, new projects meetings and other related meetings
  • Provide input and approval in the development, implementation and maintenance of Transmission System Operations Procedures, Standing Orders, Sabotage Reporting, and other documents, guidelines and procedures within Transmission System Operations
  • Responsible for assisting and directing emergency evacuation training to ensure continued reliable operations in the event the primary transmission control center becomes inoperable
  • Assist and direct the Outage Coordinators in the daily RC/BA update calls as required in NERC Standard TOP-003
  • Analyze transmission system failures and work with other Tri-State support personnel to identify corrective actions and implement changes as necessary
  • Coordinate load shedding plans with the Balancing Authorities and Reliability Coordinators as identified in NERC Standard EOP-003
  • Establish System Operating Limits as directed by the Reliability Coordinator to ensure consistency with the Reliability Coordinator’s SOL methodology (FAC-014)
  • Assist and direct the on-going review and modifications to the emergency operation plans and procedures to ensure adherence to NERC standards
  • Coordinate Tri-State G&T operational and next day studies with neighboring utilities and RCs
  • Assist in developing a strategy for optimizing asset utilization in an open market
  • Take a leading role in the Transmission System Operator Training Program coordinating Regional Black Start Drills and other special training requirements
  • Participate on NERC/WECC/RC committees as necessary
  • Participate in the NERC and WECC audits, as required
  • Responsible for serving as Acting Grid Operations Support Supervisor as required
  • Maintain compliance with all company policies and procedures and stay knowledgeable of regulations, laws, standards, and best practices applicable to the functional area
  • The ability to work overtime at any time of the day or week is an essential function of the job
  • Participate in Disturbance Monitoring Committee to analyze events and identify corrective actions
  • Perform other related duties as assigned
  • Hiring Salary Range: $88,000-$156,000
Responsibilities
  • Provide advanced electrical engineering and technical support to control center personnel to ensure reliable and secure operation of the transmission system
  • Perform complex power flow, transient stability, and contingency analyses to identify and mitigate transmission constraints during planned and unplanned outages
  • Execute engineering tasks in operational planning and real-time environments utilizing load and generation forecasting
  • Maintain and enhance crucial advanced applications software associated with the Tri-State Energy Management System including SCADA, Automatic Generation Control functionality, State Estimator software and associated network modeling, Contingency Analysis, and the Operator Training Simulator
  • Support the suite of Tri-State advanced network applications including the State Estimator, network model, Contingency Analysis, Operator Training Simulator, Automatic Generation Control, and Generating Plant Output Allocators

PREMA Announces Intent to Terminate Wholesale Power Contract

PREMA announces intent to terminate wholesale power contract. Panhandle Rural Electric Membership Association (PREMA) announces intent to terminate wholesale power contract with Tri-State due to projected rate increases. PREMA will have a rate increase starting Jan. 1, 2026, of 4% which is attributed to Tri-State, but more alarming is the forecast of over 30% rate increases over the next several years. Tri-State Generation and Transmission Association based out of Westminster Colorado currently serves the district with a contract scheduled to end in December 2050. Projected rate increases have encouraged PREMA to search into alternative options for wholesale power providers. PREMA notice terminating the wholesale power contract will allow Alliancetimes to find alternative options while maintaining reliable service. Early termination of the existing contract will begin a formal process of transition. Notice to terminate contract will start a 2-year process to complete. "The driving factor for PREMA to look at alternative wholesale power supply is the projected rate increases. Tri-State is driven by policies and politics of Colorado that have tremendous cost increases that are unsustainable. These policies affect Nebraskans without benefit." added Zac Bryant, General Manager of PREMA. "Nebraska is the only Public Power state designed to supply reliable power at a lower cost, and members of Nebraska pay over 30% less than we do. Colorado policies affect more than their own state as Nebraska, Wyoming, and New Mexico will also be impacted. The costs impacts have become too great, and we have good alternative options." PREMA will provide updates and transparency as the transition continues. PREMA is working diligently with all appropriate agencies to ensure a smooth transition. PREMA celebrated 80 years this year of proudly serving the Nebraska Panhandle in portions of eleven counties covering over 7500 sq. miles. PREMA serves over 1600 members, providing service to more than 3800 meters.

Spanish Peaks Solar, comprised of two projects, will generate 140 megawatts of renewable energy in Las Animas County, Colo., for Tri-State and its members. Deriva Energy now owns and operates 388 megawatts of generation in Colorado. Spanish Peaks Solar is located in the service territory of Tri-State member San Isabel Electric Association
