Requirements
  • Must have consecutive employment in a position with comparable responsibilities within the past five years.
  • Must be able to use a computer to communicate via email; proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position.
  • Education: For a position where a Bachelor’s degree is required, a Master’s degree can substitute for five years of relevant commercial or government experience.
  • Applicant must possess at least a Bachelor’s degree from an accredited university or college, in fields such as law enforcement, business administration, or security management.
  • Experience: Applicant must have at least 10 years of relevant commercial or government experience, including at least 5 years of relevant security-related experience and at least 5 years of experience in conducting appraisals.
  • Knowledge of the Agency Missions, sites, facilities, operations, and organizational roles and responsibilities.
  • Detailed knowledge in protective force operations, including tactics, training, response plans, supervision, equipment, and weapons.
  • Experience in the application of security principles for the protection of critical national assets, including the protection of special nuclear materials and nuclear devices.
  • Experience in planning and executing performance tests, including force-on-force exercises and simulated exercises.
  • Experience managing a team to play the role of an adversary in simulated attacks of high security facilities.
  • Knowledge of engagement simulation systems and ability to coordinate the logistics associated with force-on-force exercises, including safety plans, travel, training and practice, and exercise planning.
  • Thorough knowledge of the skills and tactics of potential adversary groups that may constitute threats to major Agency sites.
  • Experience in instructing security force personnel in skills and tactics potentially used by groups presenting a threat to Agency facilities.
  • Demonstrated ability to develop and implement an ongoing training program to ensure composite adversary teams maintain requisite skills.
  • Good understanding of Agency mission objectives and ability to help line management identify solutions to complex problems.
  • Demonstrated ability to develop reports and presentations (verbal and written) that are understandable to a management audience.
  • Excellent oral and written communications skills; ability to meet deadlines and perform under pressure in an uncertain environment.
  • Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance; allowed in accordance with Federal Travel Regulations.
  • U.S. Citizenship Required.
  • Proficient with Microsoft Office Products (Microsoft Word, Excel, PowerPoint, Publisher, & Adobe).
  • All ProSidian staff must be determined eligible for a “Facility Access Authorization” by the U.S. Government’s designated Security Office.
Responsibilities
  • Support requirements for CLIN 1000: Management And Technical Crosscutting Activities (Time And Materials) for Activities Related To General And Cross-Cutting Support.
  • Provide technical and administrative support a checker and balance function by observing and reporting on the performance of Federal and contractor organizations’ implementation of security and safety policies and programs.
  • Apply enforcement actions to contractor organizations for poor performance in adhering to legally enforceable security and safety requirements.
  • Develop and deliver security and safety training programs that reflect best practices and lessons learned from EA independent assessments to enhance workforce performance.
  • Perform the full scope of oversight program and support activities for the enforcement and training programs in the areas of safeguards and security; cyber security; emergency management; environment, safety, and health; as well as general and cross-cutting support.
  • Work with multi-disciplinary teams on a variety of oversight and training related projects.
  • Travel as needed, in coordination with Contracting Officer and in accordance with Federal Travel Regulations.
