Requirements
  • A Bachelor's Degree in Accounting or a closely related field and five years of experience in accounting, finance, or a related field, or an equivalent combination of education and experience.
  • Knowledge of generally accepted accounting practices and procedures, including federal and state regulations such as 2 CFR 200 Uniform Administrative Requirements that pertain to grants.
  • Skill in problem solving, decision making, and maintaining accurate and detailed records.
  • Ability to operate a personal computer, peripherals, and basic office equipment.
  • Ability to communicate effectively, verbally and in writing, and establish and maintain effective working relationships with co-workers, County officials, County employees, grantors, and the general public.
  • Ability to read and interpret contracts.
  • Ability to perform the physical requirements of the position, including occasional lifting and carrying of 5-10 pounds, visual acuity, speech and hearing, hand-eye coordination, and manual dexterity for operating a computer keyboard, as well as sitting, walking, reaching, bending, standing, and handling.
  • May be required to work more than 40 hours during the workweek.
  • Must secure and maintain a favorable background investigation and clearance.
  • Must clear a pre-employment physical and a pre-employment drug screen test.
Responsibilities
  • Provide primary fiscal support to departments and offices on assigned grants, donations, and corporations.
  • Review and process invoices.
  • Prepare and file online monthly reimbursement requests and monthly, quarterly, and yearly financial reports.
  • Enter monthly and annual journal entries.
  • Reconcile books to the County Financial System at fiscal year-end closing and grant year-end closing for individual grants.
  • Prepare analyses of various grants, loans, and accounts receivable.
  • Compile documents to aid external auditors with annual audits.
  • Prepare monthly financial statements for Bexar County corporations.
  • Confirm outstanding bond balances for the Bexar County Housing Finance Corporation and Bexar County Health Facilities Development Corporation.
  • Prepare statements to bill local entity grantees for monthly salary, fringe benefits, and miscellaneous charges allowed by the grant contract.
  • Research and solve problems involving grant transactions.
  • Work with offices, departments, and vendors concerning grant issues.
  • Conduct monitoring visits to various grant sub-recipients when required.
  • Perform other duties as assigned.
