Requirements
  • Bachelor’s degree in Electrical Engineering from an ABET-accredited program and Professional Engineer registration, or a master’s degree in Electrical Engineering in lieu of the bachelor’s degree.
  • Eight years of related engineering work experience.
  • Experience developing, reviewing, or applying transmission relay settings for line, transformer, bus, breaker failure, capacitor/reactor, and other substation protection schemes.
  • Experience performing or interpreting protection coordination studies, short-circuit studies, relay logic documentation, settings calculations, and settings change evaluations.
  • Understanding and experience with North American Electric Reliability Corporation compliance standards, including PRC-001, PRC-006, PRC-023, PRC-025, PRC-026, and PRC-027.
  • Familiarity with electromechanical, solid-state, and microprocessor-based relaying.
  • Familiarity with relay protection schemes and relay logic.
  • Ability to interpret and utilize design codes such as the National Electrical Code and National Electrical Safety Code.
  • Ability to interpret schematics, wiring diagrams, elementaries, and other drawings.
  • Knowledge of transmission/transmission and distribution substation operations and protection and control schemes.
  • Experience using project execution tools such as Maximo, TIM, Fusion, or similar systems to support development and implementation of protection and control standards, relay settings documentation, drawings, compatible units, and related work products.
  • Ability to meet required deadlines while completing multiple tasks.
  • Written and oral communication skills, including presenting information, facilitating meetings, and providing guidance to teammates and contractors.
  • Ability to work lawfully in the United States without employment-based immigration sponsorship, now or in the future.
Responsibilities
  • Lead the development of production standards used by protection and control settings and design teams for transmission substation protection applications.
  • Use procedures, codes, standards, protection principles, and utility practices to develop relay settings standards, calculation guidance, settings templates, drawing interfaces, and material and compatible-unit standards.
  • Provide technical leadership for standardizing protection schemes, relay settings development practices, coordination study expectations, relay logic application, and settings documentation for transmission substation assets.
  • Perform work consistently with the Duke Energy Safety Manual and applicable federal, state, and local laws.
  • Assist other engineering teams and Relay Construction and Maintenance teams as necessary.
  • Provide engineering and technical expertise in protection system application, relay settings development, protection and control standards implementation, and substation protection and control design interfaces.
  • Work primarily in an office environment with some field-site and factory visits.
  • Perform work from both remote and on-site locations after the onboarding period.
  • Travel approximately 5–15% as required.

  • Protection and Controls Engineering experience in transmission, with emphasis on relay settings development, protection philosophy, coordination studies, relay logic, and settings documentation.
  • Protection and Controls Design experience involving panel design, wiring, layouts, alternating-current/direct-current systems, equipment wiring, and drawing interfaces.
  • Experience developing or maintaining relay settings templates, calculation tools, settings guides, protection application standards, or other standardized work products used by relay settings engineers.
  • Familiarity with North American Electric Reliability Corporation PRC compliance requirements and their impact on protection system design, relay settings development, documentation, and standardization.
  • Experience developing or writing standards, specifications, and technical guidance.
  • Experience with Autodesk products such as AutoCAD Electrical and Vault.
  • Experience with Maximo, TIM, and Fusion.
  • Skilled in engineering theories and principles and in researching engineering and design issues, evaluating alternatives, making recommendations, and preparing and presenting recommendations.
  • Skilled in principles of project management.
  • Experience in the utility industry.

Duke Energy cuts Eastern NC and Asheville rate increase from 15.1% to 9.3%

Duke Energy Progress has agreed to reduce its proposed rate increase for customers in eastern North Carolina and the Asheville area from 15.1% to 9.3% over two years. The average residential customer will pay an additional $9.62 per month starting January, plus $5.89 more beginning January 2028. The settlement also caps Duke's return on equity at 9.8%. This follows significant pushback from state leaders and customers after Duke Energy reported $5 billion in profits in 2025 and over $1 billion in net income last quarter. The North Carolina Utilities Commission will review the proposal starting 11 August, with a final decision expected this autumn. Duke Energy Carolinas previously lowered its rate increase to 9.5%. Both Duke utilities will merge into one by 1 January 2026.
