Requirements
  • A bachelor's degree from a four-year accredited school program and four years of related experience, or an associate's degree from an accredited program and six years of related experience.
  • Strong verbal and written communication skills.
  • A high-level understanding of NIH/CIT infrastructure, monitoring tools, and information technology service management processes.
  • Ability to synthesize complex information quickly and make informed decisions.
  • Ability to remain calm and steady under pressure and manage stressed personnel.
  • Strong leadership qualities, including the ability to direct diverse technical teams.
  • Proven problem-solving skills and analytical thinking.
  • Experience participating in or leading major incident responses.
  • Ability to obtain government customer clearance.
  • Availability for normal night-shift hours from 10:00 PM to 6:30 AM Eastern, Monday through Friday, and flexibility to provide coverage outside normal hours when needed.
  • Availability for assigned weekend on-call rotations, including maintaining access to a phone and laptop and responding within required timeframes.
Responsibilities
  • Serve as the primary point of contact and authority for incident-related decisions.
  • Assess incident severity, declare incident levels such as P1 and P2, and escalate as needed.
  • Evaluate technical information from monitoring tools and network telemetry.
  • Coordinate troubleshooting with internal teams and external partners.
  • Direct incident communications, including updates to leadership, impacted incident command teams, and service owners.
  • Set up and manage communication bridges in Microsoft Teams when required.
  • Keep internal and external stakeholders informed with accurate, timely, and concise updates.
  • Engage technical subject-matter experts and align them on priorities.
  • Request additional resources, expertise, or escalation paths when necessary.
  • Maintain awareness of incident activities, validate troubleshooting steps, and prevent duplicated work.
  • Make timely decisions based on available data and subject-matter-expert input.
  • Delegate tasks and expand the team as incident complexity increases.
  • Lead and document post-mortem reviews and capture lessons learned.
  • Produce incident reports, problem records, ITASK records, and communication summaries.
  • Recommend process improvements, preventative actions, and training needs.
  • Provide on-call coverage during assigned weekend rotations and respond to incidents remotely when necessary.
  • Approve leave and timesheets.
  • Mentor and coach TOC engineers on processes and procedures.
  • Notify leadership of problems or situations that arise.
  • Provide guidance to TOC engineers through nightly operational activities.
  • Participate in TOC meetings, weekly incident reviews, and documentation improvement discussions.
Desired Qualifications
  • Prior experience with the Information Technology Infrastructure Library framework and certification.
  • Prior experience in incident management or similar operational command roles.
  • Familiarity with NIH network topology, data centers, and vendor support escalation.
  • Experience with information technology service management platforms such as ServiceNow, monitoring tools such as SL1 and SiteScope, and communication workflows such as xMatters.
  • Participation in mock drills, communication workshops, or incident management training.
