About the Position

Dexis is looking for a consultant to support the Africa G2G tasking under the USAID/DRG Learning, Evaluation, and Research (LER) III program. This is a short-term position with an estimated start date of September 23, 2024.

USAID began its current series of locally led development reforms more than 10 years ago, which included the promotion of direct funding to partner country governments, also known as government-to-government (G2G) assistance. This push came partly in response to an international consensus that donors needed to promote partner country ownership of foreign assistance, including use of partner country systems. Over this time, USAID rolled out multiple generations of new guidance, training, and support for G2G work. Now, USAID is looking to do a G2G Review of work in the Africa Region over the past 10 years and document the findings in a final report and best practices guide.

The objectives of this G2G Review are: 

To document the what, why, and how of G2G work in the Africa Region over the past 10 years.
To look broadly at the effectiveness, benefits, and challenges of G2G work in the region. 
To look at how G2G work has potentially influenced–and been potentially influenced by–key themes and priorities of USAID’s work in the Africa Region.

Responsibilities

Conduct desk research, interviews, literature reviews, and surveys
Liaise and meet with USAID/Washington, the Africa Bureau, partner governments, and/or other relevant stakeholders and donors.
Review and make recommendations regarding meeting questions
Analyze information collected and draft final deliverables, including the final report and best practices guide, and other similar documents including case studies

Qualifications

At least 12 years of experience in international development, localization, foreign assistance, or a related field
Master’s degree in a related field
Experience with G2G assistance and programming
Demonstrated experience in one or more of the following areas:
- Sustainability and Locally Led Development
- Partner government capacity, effectiveness, and accountability
- Anti-corruption efforts
- The influence of the People’s Republic of China
- Global Health Priorities (including PEPFAR, PMI, and Global Health Security)

Experience working with USAID and knowledge of USAID rules and regulations
Experience working directly and liaising with USAID Mission Staff and/or other stakeholders (civil society organizations, the private sector, etc.)
Experience conducting key informant interviews
Strong computer skills and ability to work with Google and Microsoft-based platforms
Strong oral and communication skills
Ability to travel for up to 2-3 weeks

Preferred Qualifications

Work experience Africa with a preference for countries including Benin, Ghana, Liberia, Malawi, Mozambique, Senegal, South Africa, Tanzania, Uganda, and Zambia.
Experience working with the Africa Bureau and USAID/Washington
Working proficiency in English and French
