Requirements
  • Must have a current and active Top-Secret security clearance with SCI eligibility.
  • Bachelor's degree from an accredited university/college.
  • Minimum 5 years of combined OSD, Joint Staff, Service, DOD Agency, Combatant Command Headquarters, or Interagency (e.g., DHS, CISA, Intelligence Community), experience performing work related to task area.
  • Minimum 3 years of experience managing cyber manpower initiatives; coordinating programming and budget issues; preparing manpower and workforce products (i.e., executive briefs, decision papers, information papers, talking points, analysis, etc.); and representing senior leadership in cyber operations.
Responsibilities
  • Draft and coordinate action packages and other correspondence related to cyber policy and resources expertise for senior DoD leadership; coordinate, plan, and develop policies and initiatives appropriate for strategic guidance documents or DoD issuances such as directives or instructions.
  • Support and monitor progress on responses to tasking from DoD senior leaders.
  • Assist in conducting deliberate analysis supporting the development of Cyber Workforce and Readiness policy guidance in DoD; evaluate readiness issues, exercise taskings, and develop recommendations to resolve substantive problems/issues of effectiveness and efficiency through policy in response to requests from other Executive branch organization or Congress.
  • Assist the OPCA with implementing, leading and sustaining DoD’s cyber manpower strategies and human capital initiatives.
  • Conduct deliberate analysis supporting USCYBERCOM’s Joint Force Trainer and Joint Force Provider roles, to include identification of mission essential tasks and readiness reporting.
  • Support policy and activities to meet the goals of refining, integrating, and synchronizing aspects of DoD security, protection, and risk-management programs that directly relate to mission execution as described in the DoD Mission Assurance Strategy (MAS) and Mission Assurance Implementation Framework. Ensure integration of MA- related responsibilities assigned in the DoD Cyber Strategy.
  • Assist the OPCA to develop, promote and implement effective organizational strategies to foster learning environments that enhance the professional, technical, and leadership skills of a diverse Cyber workforce.
  • Manage competing cyber manpower priorities/tasks across the Department.
  • Conduct deliberate analysisof the doctrines, and policies of the cyber military organizations. Identify gaps and how they impact with the overall DOD Cyber Readiness.
  • Identify program efficiencies or opportunities within cyber workforce programs, projects and activities to obtain cost savings.
  • Use knowledge of readiness standards and requirements with the associated metrics to assess the ability of organizations (e.g. the joint force) to meet specific demands (e.g., cyber warfighter) for assigned mission areas.
  • Provide technical and analytic support for the OPCA engagement with the Government Accountability Office (GAO) and DoD Inspector General reports, studies, and assessments as they pertain to task areas.
  • Provide technical and analytical support for policy enhancements to support defense of DoD critical infrastructure and control system / operational technology networks, devices and information.
  • Support management of cyber requirements as well as interface with customers via requirements working groups.
  • Identify cyber force design and C2 issues for consideration by the OPCA leadership.
  • Conduct deliberate analysis supporting the development of cyber force design guidance and C2 structures in DoD. Identify gaps in the Department’s cyber operations posture and recommend mitigations.
  • Draft and coordinate read-ahead packages, meeting notes, meeting invitations, white papers, executive summaries etc. in a timely manner to brief executives in advance of the associated action, decision or event.
