Requirements
  • U.S. citizenship is required.
  • A bachelor's degree is required; an associate degree with four years of experience, or a high school diploma with eight years of specified management-improvement-study experience, may be accepted in lieu of a bachelor's degree.
  • One year of related specialty security experience is required.
  • Candidates must have a DoD Secret or higher security clearance, or the ability to obtain and maintain a Secret clearance.
  • Candidates must pass a satisfactory background screening and negative drug test, provide positive references, and provide proof of identity and legal authorization to work in the United States.
  • Candidates must be able to analyze and evaluate complex investigative reports.
  • Candidates must be able to reach sound conclusions or make recommendations based strictly on information.
  • Candidates must be able to deal effectively with individuals at various levels of the Department of State and other federal agencies.
  • Knowledge and skill in applying analytical and evaluative techniques to plan, schedule, and conduct management-function or program studies and analyses are required.
  • Knowledge of substantive programs, goals, pertinent laws, and policies is required to analyze and assemble information.
  • Knowledge of management and organizational techniques, systems, and procedures necessary to perform analytical studies is required.
  • Excellent writing skills and command of the English language are required.
  • Excellent time-management, multitasking, and attention-to-detail skills are required.
  • Professional competence and specialized knowledge maintained through awareness of emerging themes and best practices are required.
  • Proficiency in Microsoft Word, PowerPoint, and Excel is required.
  • Candidates must be able to see, hear, and speak; lift objects weighing up to 20 pounds; sit for extended periods; and use a personal computer and typical peripheral devices.
Responsibilities
  • Conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to help management operate more efficiently and effectively.
  • Apply management-systems techniques, processes, and technology to optimize Division operations.
  • Analyze administrative processes and Division programs.
  • Assist key government leaders with scheduling, organization, prioritization, meeting minutes, and other administrative tasks.
  • Draft, review, send, and respond to email and phone communications on behalf of key government leaders.
  • Develop new or revised procedures for administrative and supervisory review while facilitating Division operations within established guidelines.
  • Develop multifunctional organizational procedures; oversee space management and development, records-management digitalization and control; and obtain clarification or resolve discrepancies with applicants, human-resources personnel, and other agency representatives by email, telephone, and in person.
  • Draft instructional guidance or clarifications of existing procedures, subject to supervisory review, for human-resources personnel responsible for submitting investigation and clearance-action requests.
  • Participate in committee and task work groups related to agency problem-solving activities.
  • Provide technical assistance and guidance to operational staff during implementation through staff training, information distribution, and clarification of problem areas; write instructions and guidelines; design or revise forms, procedures, and manuals; monitor effectiveness; conduct follow-up appraisals of recommendations; and complete modifications as necessary.
  • Present written or oral reports of findings, conclusions, and recommendations for corrective measures or operational improvements to organizational management.
  • Write reports, letters, and other documents with recommendations for management programs, policies, and activities.
  • Coordinate travel arrangements, including preparation of documents for the official travel process.
  • Prepare recurring monthly, quarterly, cumulative semi-annual, and cumulative annual reports on the use of travel services.
  • Work cooperatively with counterparts in other agencies and security offices within the Department of State.
  • Work with the Unit Security Officer to ensure classified material is stored and safeguarded in accordance with federal mandates and guidelines.
  • Conduct and coordinate special projects of a non-recurring nature as requested.
  • Perform other related duties as assigned.
