Requirements
  • Must have an active Top Secret/Sensitive Compartmented Information clearance.
  • Must have a bachelor's degree.
  • Must have 10 years of experience with Planning, Programming, Budgeting and Execution processes, including experience with both the National Intelligence Program and Military Intelligence Program, Department of Defense component Program Objective Memoranda submissions, Issue Team processes, Congressional Budget Justification reviews, reclamas, appeals, and budget execution reviews.
  • Must have five years of experience working with the Requirements Process, Department of Defense Planning, Programming, Budgeting and Execution System, and Acquisition Process.
  • Must have experience in Department of Defense Law Enforcement, such as Special Agent or Military Police experience.
  • Must have experience analyzing operational needs and gaps.
  • Must demonstrate working knowledge of planning documents such as the Defense Intelligence Strategy, Consolidated Intelligence Guidance, Joint Staff Purple Slides, and Intelligence, Surveillance, and Reconnaissance Roadmap.
Responsibilities
  • Establish and maintain programmatic and resourcing procedures and requirements supporting the OUSW(I&S) Law Enforcement portfolio.
  • Identify and inform stakeholders, coordinate meetings, support staffing, and draft and edit documents and presentations for OUSW(I&S)-led or other Law Enforcement-themed meetings attended by OUSW(I&S) personnel.
  • Conduct research and analysis; provide recommendations to leadership; and prepare staff packages, position papers, responses, talking points, memoranda, briefings, and correspondence related to Law Enforcement efforts throughout the Planning, Programming, Budgeting and Execution cycle.
  • Perform technical studies and analyses, document reviews, and budgetary reviews related to systems, procedures, and requirements within the Law Enforcement portfolio.
  • Support OUSD(I&S) interaction with Congress by assisting with testimony, responses to Congressionally Directed Actions, appeals to related Congressional budget marks, and responses to advance policy questions and questions for the record.
  • Provide routine status and results updates and briefings to senior leadership regarding meetings.
  • Maintain a tracking vehicle for Department of Defense deliverables and provide weekly updates on related issues within five days following each meeting.
  • Analyze requirements, prioritize resources, and execute funds; coordinate with OUSD(I&S) directorates, OSD offices, defense agencies, and military services to integrate estimates, complete assessments, and execute funds.
  • Interpret policies, regulations, and guidelines for budget request development and execution.
  • Assist in maintaining the status of commitments and obligations of funds in coordination with Washington Headquarters Services and applicable budget and finance instructions and directives.
  • Reconcile internal financial records with Washington Headquarters Services and Defense Finance and Accounting System accounting reports, prepare weekly briefing charts, identify discrepancies, and follow up to resolve them.
  • Pursue closure of unliquidated obligations in coordination with the Comptroller's Dormant Account Review by collecting customer status and following up to ensure completion.
  • Support execution reviews, including slide preparation.
