Description
Performs technical and administrative work related to department operations including multimodal transportation planning, traffic and congestion mitigation, and related work as apparent or assigned. This position is designated as essential during emergency or disaster situations at the request of the Town Engineer. Work is performed with moderate supervision from the supervisor as assigned. Engineer level is based upon education, experience, and abilities.
Essential Job Functions
Transportation Planning Engineer I - Hiring Range: $69,600 - $87,000
- Performs engineering duties for Town operations including streets, sidewalks, multi-use paths, and capital construction.
- Performs duties related to all phases of complex engineering construction, transportation, and repair projects.
- Participates in the design, planning, and implementation of projects that expand and enhance the Town’s multi-modal transportation system.
- Provides technical guidance and staff support to a wide variety of Town, regional, and state committees dealing with transportation and land use issues; works with the community to identify issues and build consensus on plans and strategies.
- Assists with updates to the Town’s transportation-related plans.
- Analyzes engineering plan design, specifications, consultant, and staff comments in accordance with design requirements and municipal standards and regulations; recommends approval or additional engineering changes or conditions; represents the Town’s engineering interests in Technical Review Committees (TRC), partnership meetings, etc.
- Reviews encroachment and other transportation related permits, such as temporary traffic control plans, for public and private construction in addition to special events.
- Reviews site plans, preliminary subdivisions, and construction plans for compliance with applicable transportation-related plans and ordinances.
- Ensures transportation network improvement projects comply with Town’s adopted plans, policies, and regulations.
- Designs, engineers, and prepares construction drawings for minor capital projects such as roadway signing, striping, and traffic signal modification.
- Prepares requests for quotes, manages, and inspects minor contract construction projects.
- Performs various multi-modal transportation studies and surveys including transporting and deploying monitoring devices; creates and maintains the Town's multi-modal transportation databases such as collisions, volumes, speeds, modal splits, and other such records.
- Performs duties related to the Town’s as-built and closeout process, including obtaining as-builts and certification documentation.
- Performs duties related to the Town’s street dedication process, the performance guarantee process, and the annual Powell Bill submittal.
- Makes recommendations for multi-modal transportation-related updates and amendments to the Code of Ordinances.
- Coordinates grant administration and management with the Finance department; assists with the Town CIP planning activities.
- Serves as the Town’s lead on providing input and making recommendations to evaluate and mitigate the impacts of the transportation network from development projects.
- Serves as staff liaison with the WMPO Technical Coordinating Committee, the Bike/Ped Committee, the NC Department of Transportation (NC DOT), and the Wilmington Metropolitan Area Planning Organization (WMPO) on planned transportation improvements and project prioritization.
- Represents the Public Works Department in receiving and responding to citizen service requests regarding multi-modal transportation issues.
- Presents plans, reports, and makes recommendations to internal departments, Planning Board, Town Council, and the public.
- Responds to inquiries and complaints; investigates, negotiates, and resolves sensitive and controversial issues.
- Ensures compliance with federal, state, and local environmental laws.
- Participates and represents Engineering in Town-wide initiatives.
- Adheres to policies and procedures established by the Town.
- Regularly demonstrates the Town’s core values of respect, engagement, supportive work environment, communication, and service excellence and leads others to do the same.
- Performs work during emergency or disaster situations as necessary, upon request, or as assigned by the Town Engineer.
- Performs other duties as assigned.
Transportation Planning Engineer II - Hiring Range: $75,600 - $94,500
All the above Essential Job Functions plus the following:
- Conducts and reviews multimodal transportation impact studies, initial studies, and environmental impact reports.
- Provides professional and technical transportation engineering support to the Capital Project Design and Development Review work groups, as necessary.
- Conducts traffic safety and operations investigations, identifies contributing factors, and develops and implements improvement measures.
- Conducts capacity analysis, multi-modal level of service calculations, Vehicle Miles Travel calculations, and microsimulation.
- Reviews annexations, re-zonings, general plan amendments, subdivisions, and use permits for consistency with Federal, State, and local policy and code.
- Assists with engineering and construction documents for moderately complex capital projects such as typical traffic signals, standard roadway and trail improvements, and other common multi-modal facilities.
Transportation Planning Engineer III - Hiring Range: $81,600 - $102,000
All the above Essential Job Functions plus the following:
- Performs multi-modal travel demand forecasts.
- Prepares traffic simulation models for traffic operations assessments; develops and implements traffic signal configuration and timing plans.
- Monitors changes in laws, regulations, best practices, and technology that may affect departmental operations; implements policy and procedural changes after approval.
- Examines capital and private development plans, calculations and specifications for complex construction, alteration, and repair projects for compliance with applicable transportation policy and code.
- Coordinates work activities with other divisions, departments, jurisdictions, and private entities; prepares reports and presentations for public and private bodies.
- Assists with engineer and construction documents for major complex capital projects such as specialty/custom roadway improvements and unique multi-modal facilities including design of elements such as geometrics, cross sections, drainage, and pavement structural sections.
Requirements
Transportation Planning Engineer I
- Bachelor's degree with coursework in civil engineering, planning, or related field and minimal (less than one year) experience in civil engineering or transportation planning, with an emphasis on transportation, construction administration, maintenance, planning, and design or an equivalent combination of education and experience.
- Understanding the interrelatedness of transportation planning and land use planning.
- Possession of or ability to obtain OSHA 10-hour certification within twelve (12) months of hire.
- Completion of NIMS ICS 100 and 200 within six (6) months of hire.
- Possession of an appropriate driver's license valid in the State of North Carolina.
Transportation Planning Engineer II: All the above requirements plus the following:
- Moderate (1-3 years) experience in civil engineering or transportation planning, with an emphasis on transportation, construction administration, maintenance, planning, and design, or an equivalent combination of education and experience.
- Possession of an Engineer in Training certification.
Transportation Planning Engineer III: All the above requirements plus the following:
- Considerable (3-5 years) experience in civil engineering, construction administration, maintenance, planning, and design.
- Supervisory experience is preferred.
- Registration as a Professional Engineer in the State of North Carolina.
- Possession of or ability to obtain Stormwater SCM Inspection and Maintenance certification within six (6) months of hire.
Knowledge, Skills, and Abilities
Transportation Planning Engineer I
- Some knowledge of the concepts, principles, techniques, and legal aspects of transportation planning and engineering.
- Some knowledge of the philosophies, principles, practices, and techniques of land use planning, development patterns, and engineering as they pertain to the design and development of urban and regional areas and their interrelatedness with the design, safety, and efficiency of the transportation network.
- Some knowledge of municipal public services administration, civil engineering, planning, and design including the local, State, and Federal laws and regulations that regulate their development and operation.
- Some knowledge of engineering plans, blueprints, drawings, and technical data, including GIS, GPS, and CAD.
- Some knowledge of bid documents, deeds, easements, and other legal documents.
- Some knowledge of street design and roadway maintenance and stormwater design and maintenance.
- Some knowledge and/or experience working with regional planning organizations such as MPOs/RPOs.
- Some knowledge of the traffic impact analysis process.
- Some knowledge of transportation design elements and best practices including roadway design, pavement markings, sight distance triangles, ADA guidelines, and MUTCD, AASHTO, and PROWAG standards.
- Some knowledge of research methodology and standard statistical procedures.
- Some knowledge of the Town Charter and of the various plans, policies, ordinances, codes, and regulations pertaining to planning, zoning, and subdivisions.
- Ability to read and interpret surveys, plans, architectural and engineering drawings, maps, and blueprints accurately.

Physical Requirements
