Residing within Enterprise Protect organization, the Global Anti-Money Laundering (GAML) Technology team is responsible for the delivery and support of technology solutions for the respective GAML business unit.  Given the ongoing pace of regulatory change and ongoing importance of risk management, this is a fast-growing area within the bank translating into considerable demand and growth within its technology teams.

About This Role

We are looking for a senior designer for our Oracle Transaction Monitoring solution to bring Oracle FCCM design, development and delivery into the TD Technology Solutions team. You will also have the opportunity to provide technical guidance and leadership beyond your immediate project on significant strategic initiatives to modernize the technology and capabilities to align with the portfolio and enterprise technology roadmaps.

The primary responsibility of our team is to design, develop and maintain the technology platform that processes the banks payments through behaviour detection algorithms to detect suspicious and fraudulent activity. The open role is for a person who is very familiar with the Oracle Mantas (OFSAA, FCCM) eco system and is able to design, develop and maintain all aspects of the AML Mantas development, Experience in solving complex batch processing. The role will require that the person collaborates with the larger team (Oracle Engineering team) to ensure that the Oracle batches are meeting daily SLAs and any issues in that process are resolved in a timely manner. Reengineer Oracle Batches with Oracle Engineers to stabilise and sustain the stability during Asia Time zone.

For any new payment products that needs to be monitored the hire will need to work with the settlement systems to create interface specification that will allow them to transform the payments data to the Oracle OFSAA Schema. The hire will also be part of the team that designs and maintains the data governance process to ensure that data quality and integrity is met when payments and reference data is sent to the transaction Monitoring system. This will also involve documenting and managing the development of relevant data quality and business logic validations and checks for the feeds that are sent to Mantas.  The role will also involve managing the vendor teams in Asia to fulfil the requirements around Oracle mantas batches, OFSAA development, Scenario building and tuning.

• Design and develop customizations in the Oracle FCCM application for Transaction Monitoring
• Responsible for delivering FCCM solution architecture ,design and code for new changes
• Work closely with support manager on issues pertaining to solution design and complex solution defect fixes
• Work with stakeholders when needed to review and/or collaborate on solution design
• Work with technology partners to ensure that environment modifications interact appropriately, data conversion impacts are considered, and other areas of impact are addressed and meet performance requirements.
• Ensure scheduled changes take place with proper testing, monitoring, and implementation and with little or no adverse impact to the business.
• Oversee the integration of all systems, projects and technical interfaces to ensure a high level of service and support to the client and efficient system operation.
• Lead effort to test, debug, and performance analyze and document environment components.
• Foster an environment and culture that encourages productivity, innovation, process improvement, teamwork, and a high level of professionalism.
• Act as an escalation point for all risks and issues affecting the development team, and for working to define and implement mitigation strategies.
• Identify all development related project dependencies and risks and ensures mitigation/contingency plans are in place for identified risks.

Job Requirements:

• University degree, preferably in technology/ engineering
• At least 12 plus years of experience with architecting and delivering large scale enterprise grade applications preferably in Financial Services
• Demonstrated experience with Oracle OFSAA products, Financial Crime and Compliance Management (FCCM) is a MUST
• Minimum of 5 years of in-depth experience working with AML Transaction Monitoring Systems using Oracle Mantas.
• Good knowledge of AML behavior detection typologies is required
• Excellent expertise in PL/SQL , Stored procedures on Oracle database is required
• Excellent understanding of Mantas Risk calculations, Mantas behavior detection Scenario logic and alert post processing logic
• Very good understanding of the underlying Oracle Mantas data model and schema.
• Very good understanding of how a typical Mantas batch works to generate cases and be able to resolve issues arising from batches in a timely fashion
• Some understanding of KYC party related reference data and the associated attributes and their usage for risk calculations in Mantas behavior detection scenarios.
• Strong interpersonal skills with demonstrated ability to forge strong relationships with key business partners, understand financial markets and regulation and apply analytics to drive commercial value
