Requirements
  • At least one year of healthcare financial experience and one year of office-environment customer service experience, or two years of post-high-school related education, or a combination of education and experience; this requirement is waived for current Kaiser Permanente Coalition employees under the National Agreement.
  • A High School Diploma or General Education Development (GED) is required.
  • Basic Life Support is required.
  • Medical Terminology Certification is required.
  • Existing Patient Access employees must obtain Medical Terminology training and certification within 180 days unless they provide proof of a completed Medical Terminology course; outside applicants must have it upon hire.

Responsibilities
  • Greet and register patients for various medical services in a hospital setting, potentially operating 24 hours a day and seven days a week in a high-volume environment such as the Emergency Department.
  • Pre-register patients where applicable.
  • Conduct comprehensive bedside or telephone interviews with patients, relatives, or representatives to obtain demographic information, insurance data, and third-party liability information.
  • Perform limited eligibility verification, resolve discrepancies when able, identify potential financial assistance needs, and refer patients to Financial Counselors when necessary.
  • Verify patient demographic and insurance information in accordance with CMS regulations, National Registration Standards, and regional policies.
  • Verify member eligibility and benefits from identified insurance plans before or upon hospital admission using computer-based verification programs when available.
  • Verify patient identity using patient name, spouse name, Social Security number, date of birth, and address to identify and minimize duplicate medical records.
  • Determine the appropriate insurance carrier and identify, verify, and enter other coverage information, including primary, secondary, and tertiary payers.
  • Perform registration functions for all patient classes and clinical services.
  • Determine and collect cost shares and partial payments for services.
  • Enter and verify payments in the computer, close cash drawers, count currency, checks, and credit-card payments at the end of each shift, and create deposits according to cash-handling policies.
  • Provide patient-liability information and collect point-of-service payments, including copayments, deductibles, coinsurance, deposits, and outstanding balances.
  • Communicate the Northwest policy on payment or prepayment of services when significant patient liabilities are identified.
  • Refer patients to financial counselors when appropriate and interact with Patient Business Services and Membership Services regarding account status and registration questions.
  • Document all activity related to patient accounts in the system.
  • Schedule or cancel the correct type of appointment based on member needs and regional protocol, and make return appointments when applicable.
  • Complete regulatory and policy-required forms, including Medicare, Labor and Industries, and commercial-payer requirements, and obtain necessary signatures.
  • Copy patient identification, insurance information, and related documents and electronically scan or capture them when appropriate.
  • Follow Medicare, Medicaid, managed-care, and commercial-payer rules regarding referrals, preauthorization, and precertification.
  • Complete Medicare Secondary Payer screening information to determine the primary payer in compliance with CMS.
  • Receive physician orders and perform medical-necessity checks using an automated system when applicable.
  • Interpret basic healthcare-system regulations and policies for patients and families within the defined scope of work.
  • Apply Medical Occupational Assessment and Behavioral (MOAB) training requirements for managing aggressive behavior.
  • Maintain HIPAA privacy and security compliance regarding patient confidentiality and system use.
  • Follow EMTALA regulations relevant to patient registration and liability collection in the Emergency Department.
  • Stock forms and supplies and remove used supplies.
  • Handle supplies and equipment cost-effectively according to policies, procedures, and infection-control guidelines.
  • Provide specialty phone numbers, facility directions, and office layouts; direct patients to other departments and administrative services such as Membership Services, Dental, and Pharmacy.
  • Escort patients to service areas.
  • Safekeep and return patient valuables according to hospital policy when required.
  • Provide patients, visitors, and the public with information about general hospital policies and procedures.
  • Interact with patients' physicians regarding hospital-account and registration issues and refer matters as needed.
  • Provide patient demographic and insurance-plan updates to physician offices and other medical services, including emergency medical transportation services, when appropriate.
  • Maintain records during system downtime and perform recovery processes.
  • Maintain accurate statistical records of departmental activities for data gathering within UBT work teams.
  • Perform other duties consistent with the job description as assigned.
Desired Qualifications
  • Training to become a Certified Healthcare Access Associate by the National Association of Healthcare Access Management within 180 days of employment.
  • Previous experience with EPIC applications.
  • Previous hospital or ambulatory-clinic registration experience.
  • Certification by the Healthcare Financial Management Association or National Association of Healthcare Access Management.
  • One year of higher education.

The move comes as the Willowbrook hospital faces a dire financial picture, as The Times reported this month. The Willowbrook hospital, which serves hundreds of mostly low-income emergency patients daily, anticipates losing $80 million to $100 million of annual funding as a result of Medicaid changes under last year's One Big Beautiful Bill Act, or HR1, that go into effect in January. "This magnificent gift from Kaiser Permanente expands space for patient care in our Hope Emergency Center - a critical need given the volume our emergency department handles," Dr. Elaine Batchlor, chief executive of MLK Community Healthcare, said in an email. "This support," she added, "will provide our community with the space it deserves." In order to assist with the expansion, Kaiser Permanente, a nonprofit integrated care and coverage organization, is providing the grant and loaning a $7-million modular building to ensure the hospital can continue emergency care uninterrupted while construction is underway. "Our grant is about service and partnership for the benefit of the people of South Los Angeles," said John Yamamoto, vice president for community health and government relations for Kaiser Permanente in Southern California. He described the expansion as "a shovel-ready project that addresses a clear need for access to care and expanded emergency services." MLK Hospital currently treats some patients in large, air-conditioned tents set up on the asphalt outside. It has converted a waiting room, meditation room and other spaces into treatment areas. The South L.A. hospital has operated in the red in recent years and received a total of $68 million in what amount to bailouts from the state and Los Angeles County between 2023 and 2025. Of that, $29 million came in the form of one-time payments of so-called "leftover" county funds collected via Measure B, a 2002 ballot initiative that levies a form of property tax. The hospital has pushed for "ongoing" Measure B funding, which has been allocated to hospitals that have trauma centers - which MLK Hospital does not have - despite the fact that many of the 13 hospitals that have received the funds in recent years are in far better financial shape. Last week, the L.A. County Board of Supervisors unanimously approved a motion to hire a consultant to reevaluate how the county allocates Measure B funds.

Cortney Eisses appointed regional president of Kaiser Permanente in Colorado

Kaiser Permanente has appointed Cortney Eisses as regional president of Kaiser Permanente in Colorado. Eisses has served as interim president since February 2026. Eisses joined Kaiser Permanente in 2003 and has over 20 years of experience spanning front-line care, nursing leadership, and executive operations. She previously served as vice president of hospital and post-acute care in 2022, leading efforts to improve affordability, quality, access, and care experience. The appointment comes as Kaiser Permanente continues investing in Colorado through new medical facilities, an expanded hospital network, and additional care options. Under Eisses's leadership, Kaiser Permanente received the 2026 Mile High United Way Community Champion Award for Social Impact.
