Requirements
  • Must have an active or current Secret security clearance, or higher, verifiable in the Defense Information System for Security.
  • Must have a Master's or Doctorate Degree in a related field and ten years of experience in the respective technical or professional discipline, including five years in the Department of Defense; alternatively, a Bachelor's Degree in a related field and twelve years of experience, including five years in the Department of Defense; or fifteen years of directly related experience with proper certifications, including eight years in the Department of Defense.
  • Must understand current Department of Defense and United States Air Force acquisition regulations, guidelines, and processes.
  • Must handle official records in accordance with Air Force Instruction 33-322, Records Management and Information Governance Program.
  • Must have at least fifteen years of experience in acquisition and management of aircraft weapon systems, aircrew experience, or aircraft maintainer experience.
  • Must have a Bachelor's degree in a related field such as systems engineering, program management, or logistics.
  • Must possess program management experience supporting or leading Acquisition Category I or Acquisition Category II weapon system programs.
  • Must have experience in at least one modernization-related acquisition phase, including Milestone A, Milestone B, Milestone C, Low-Rate Initial Production, or Full-Rate Production.
Responsibilities
  • Apply acquisition program management policies and procedures to United States Air Force systems, subsystems, and equipment procurement activities, post-award project and program management tasks, and acquisition programs throughout their life cycles.
  • Support acquisition management activities for existing and future aircraft programs and platforms.
  • Support proposal reviews and coordinate documentation across financial management, program management, contracting, configuration management, engineering, and logistics management functions.
  • Consolidate functional inputs into common documents and plan for program milestones.
  • Support risk management, project management, process improvement, logistics support, Integrated Product Teams, and Product or Process Improvement Working Groups.
  • Collect programmatic inputs across research, development, production, test, acquisition, fielding, sustainment, and modernization life-cycle phases.
  • Provide advisory support for program source selections, determine program progress, and communicate recommendations to higher organizational management.
  • Develop and coordinate responses to internal and external program inquiries.
  • Support Urgent Operational Needs and Joint Urgent Operational Needs execution teams by recommending accelerated test concepts, minimum integration levels, and trade-offs among risk, schedule, performance, and cost.
  • Produce or review business case analyses, trade-off studies, acquisition and logistics estimates, aging aircraft analyses, requirements documents, acquisition strategies, acquisition plans, life-cycle cost documentation, test plans, and related program products.
  • Support program offices through Materiel Solution Analysis, Technology Maturation and Risk Reduction, Engineering and Manufacturing Development, Production and Deployment, and Operations and Support phases.
  • Develop, analyze, and maintain integrated program schedules, including schedule networking, status tracking, duration assignments, relationships, graphics, and schedule risk assessments using Monte Carlo simulation-based tools.
  • Evaluate contractor-proposed schedules against government schedules and support probabilistic and deterministic schedule risk assessments.
  • Support contract strategies, Work Breakdown Structures, program risk assessments, market surveys, executive briefings, stakeholder coordination, and meeting minutes.
  • Perform analyses supporting program strategy decisions and courses of action, and ensure milestone documentation aligns with program strategy.
  • Prepare, coordinate, adjudicate comments on, and finalize milestone documents, assessments, and staff summary packages.
  • Support requirements documentation and the Joint Capabilities Integration and Development System process.
  • Translate user requirements documents into Request for Proposal documentation.
  • Support key acquisition events and reviews, including system requirements reviews, preliminary design reviews, critical design reviews, test readiness reviews, technical configuration management reviews, functional configuration audits, physical configuration audits, production readiness reviews, and technical interchange meetings.
  • Support commercial-item acquisition initiatives, including Non-Developmental Items, Commercial Off-The-Shelf items, and Federal Aviation Administration-certified items.
  • Support Automated Business Services System, System Management Analysis Reporting Tool, and Integrated Budget Documentation and Execution System activities.
  • Support Defense Acquisition Guidebook processes, Monthly Acquisition Reports, Defense Acquisition Executive Summaries, Selected Acquisition Reports, and task-management reporting.
  • Plan, coordinate, and participate in integrated program reviews and conferences.
  • Review contractor Earned Value Management systems and manage action items following program reviews.
  • Prepare program briefings, reports, charts, and presentations.
  • Process and complete Modification Proposal Air Force Form 1067 activities.
  • Support requirements and planning councils and capability planning and development actions.
  • Support capability integration resources, review capability requirements and option sets, and assess interoperability and linkages to other capabilities.
  • Support cross-enterprise capability planning, system acquisition, capability architecture, operational-support transformation, modeling and simulation, and capability-based planning.
  • Plan, organize, and manage critical aspects of capability development, production, and deployment across systems, subsystems, and equipment.
  • Support the Directorate or Division Self-Inspection Program, including inspections, checklist tracking, status monitoring, and corrective actions.
  • Prepare, maintain, update, and review test and test-related documentation, including the Test and Evaluation Master Plan, Integrated System Test Plan, Integrated Test Team Charter, Program Introduction Document, and Statement of Capabilities.
  • Review test documentation for adequacy, specification and performance compliance, and conformity with mandatory guidance.
  • Assess requirements, objectives, test and evaluation concepts, strategies, and plans.
  • Coordinate acceptance test procedures and associated plans with customers, contractors, and other agencies.
  • Manage resources and personnel to meet task objectives and support Bomber program initiatives for B-1, B-2, and B-52 programs.
  • Investigate, analyze, and develop solutions for program efforts across logistics, cost estimation, production, and related functional areas.
  • Coordinate acquisition initiatives across geographically separated teams and assist the Integrated Product Team Lead and Government Contracting Officer with contracting efforts.
  • Develop and review acquisition and program documentation, including memoranda of agreement, memoranda of understanding, Statements of Objectives, Performance Work Statements, Statements of Work, Requests for Proposal, urgent operational needs, Initial Capabilities Documents, Capability Development Documents, Capability Production Documents, Capability Framework Management Plans, Analyses of Alternatives, sustainment metrics, technical reviews, life-cycle cost documents, and modeling and simulation products.
  • Support acquisition milestone reviews and program reviews.
  • Participate in Technical Interchange Meetings, Life Cycle Integration Team activities, Integrated Product Team activities, and Product or Process Improvement Working Groups.
  • Collect and manage programmatic inputs for Bomber aircraft configurations and develop responses to program inquiries.
  • Perform material solution analyses for design and milestone reviews and prepare documentation and presentation materials.
  • Develop and support acquisition and contract strategies, including Work Breakdown Structures, risk assessments, life-cycle cost estimates, executive briefings, and document updates.
  • Support Division reporting and acquisition processes, including Monthly Acquisition Reports, Defense Acquisition Executive Summaries, Selected Acquisition Reports, and SOCCER.
  • Provide technical support for integrated program reviews, analyze contractor Earned Value Management performance, manage action items, gather information, and prepare briefings.
  • Review prime and subcontractor Earned Value Management performance; develop pre-award and post-award documentation; perform milestone planning, integrated master schedule analysis, and risk mitigation using Microsoft Office, Microsoft Project, and Earned Value Management tools.
  • Apply logistics, acquisition, and financial data to support planning and management of system development, production, deployment, systems of systems, subsystems, and equipment.
  • Participate in Planning, Programming, Budgeting, and Execution activities, provide budget recommendations, prepare Program Objective Memorandum and Cost Analysis Requirements Description documentation, and identify cost-reduction opportunities for Air Force Total Ownership Costs.
  • Support design, development, integration, and fielding of software and hardware Integrated Functional Capabilities.
  • Provide Bomber aircrew subject matter expertise covering Bomber missions, systems, aircrew tasks, aircraft operations, tactics, and Crew Resource Management.
  • Apply acquisition and program management expertise to program development, systems integration, manufacturing, installation, test and evaluation, production, and deployment.
