Requirements
  • U.S. citizenship is required.
  • An active Top Secret security clearance with SAP/SCI eligibility is required.
  • A minimum of 7 years of experience as a security representative with SAP/SCI security compliance is required.
  • A Bachelor's degree is preferred, or equivalent relevant security experience.
  • Demonstrated knowledge of the National Industrial Security Program Operating Manual, Intelligence Community Directive 705, Department of Defense Manual 5205.07, Foreign Ownership, Control or Influence, International Traffic in Arms Regulations, and relevant standards is required.
  • Proficiency with Microsoft Office, DISS, JADE, SIMS, TALON, and NISS is required.
  • Experience interpreting and implementing security classifications, contracts, and incident response and mitigation is required.
  • Successful completion of the Center for Development of Security Excellence Intro to SAPs course is required.
  • Strong independent judgment and a compliance orientation are required.
  • Expertise in security policy interpretation and development is required.
  • The ability to manage complex or sensitive communication scenarios is required.
  • The ability to stand, bend, and move throughout the facility for audits and inspections is required.
Responsibilities
  • Maintain security posture and compliance for multiple Special Access Programs in accordance with DoD Manual 5205.07, Intelligence Community Directive 705, and IC/DoD security policies.
  • Serve as the primary liaison for Special Access Program security requirements while supporting internal and external customers.
  • Partner with the Program Manager and security disciplines, including Personnel Security, Assistant Contractor Special Security Officers, Classified Cybersecurity, Classified Information Technology, and the Facility Security Officer.
  • Lead government compliance inspections and self-inspections, support staff assistance visits, and manage external and internal program security assessments.
  • Develop, review, and implement security policies, standard operating procedures, Program Protection plans, and OPSEC and transportation plans.
  • Oversee document control and classified material accountability, including duties as a SAP Accountability Officer.
  • Write, interpret, and administer DD254s and supporting documentation.
  • Review operational requirements and system specification documents to ensure applicable security requirements are addressed and incorporated into security processes.
  • Interpret and implement security classification guidance for each respective program.
  • Perform inquiries into security incidents and implement corrective actions.
  • Attend and participate in security and program meetings.
  • Develop and conduct initial and refresher program security briefings, debriefings, and foreign travel briefings as required.
  • Perform other assigned duties.
