Requirements
  • Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.
  • Demonstrated skill to plan, organize, lead, and monitor a wide variety of team efforts to their successful completion.
  • Documented experience and proven ability to effectively monitor project progress and initiate actions to ensure milestones and schedules are met and work is performed within budget.
  • Excellent written and oral communication skills required. Must possess interpersonal communication skills to promote an open and informal communication environment.
  • Demonstrated ability to work independently, organize and prioritize work, manage multiple tasks and changing priorities, mediate conflict and apply leadership concepts and techniques.
  • Demonstrated skill to establish and maintain strong and effective customer relations and to anticipate change and adjust promptly and effectively.
Responsibilities
  • Manage a team responsible for: managing $25 million Keystone subcontract agreement; coordination of new calibration capabilities in Area 6 to support equipment calibration for three active physics experiment testbeds at PULSE; and administration of systems to track Skill of the Worker records, LASER systems, and equipment calibrations.
  • Manage a team responsible for supporting ECSE through: providing engineering design drafting support to ECSE and T&O teams; serving as ECSE’s liaison for Quality Assurance and Integrated Safety Management while conducting periodic management assessments; and providing procurement and material planning and control support.
  • Work closely with project and line management teams and weapons laboratory customers to identify mechanical engineering skillset needs and leadership needs within ASD Scorpius Operations workforce to support multiple pulsed power test beds at the NNSS and in North Las Vegas.
  • Collaborate with project managers and control account managers across the NNSS and partner laboratories to appropriately build and sustain mechanical and design engineering capabilities within the organization.
  • Accomplish financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions.
  • Responsible for recruiting employees based on continuous assessment of technical needs; identifying and assigning appropriate hazard mitigation training based on specific job assignments; and creating career development opportunities.
  • Responsible for technical skillset development training, including emphasis on upholding the rigor, pedigree, and reputation of world class SCE diagnostics fielding at the NNSS and NWL firing sites.
  • Promote and drive collaboration among Scorpius, ZEUS, and Cygnus machine subject matter experts in an ongoing effort to integrate and centralize training programs where feasible, and to leverage common skillsets required across each platform.
  • May be expected to own technical scope of work at the control account manager level or project manager level, responsible for scheduling, planning resources, budgeting, tracking & reporting on performance, and identifying & applying corrective actions.
  • Accomplishes staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
  • Responsible for planning and maintaining work systems, procedures, and policies that enable and encourage the optimum performance of its people and other resources.
  • Creates an environment where employees feel safe to raise issues, empowered to address issues, and supported to resolve issues.
  • Implement applicable environment, safety, health, and quality requirements; emphasize the safety of each employee, and the protection of equipment and property in area of responsibility. Assure that appropriate procedures, training, equipment, warnings, and tools are provided to employees to permit work to be performed safely. Promote and actively participate in the MSTS safety concept.
