Requirements
  • Must possess a High School Diploma or equivalent.
  • Must have at least 5 years of Quality Control/Quality Assurance surveillance experience in commercial construction with at least 2 years in a decision making/supervisory capacity.
  • Experience in writing and executing Quality Surveillance Plan and schedules.
  • Able to read and interpret contractual documents, construction design drawings, and specifications.
  • Ability to develop presentations and reports on quality control activities.
  • Ability to follow written and verbal direction.
  • Ability to work with others and foster teamwork for employees engaged in trades as well as administrative/clerical duties is required.
  • Must be able to fluently speak, read, and write the English language.
  • Strong organization skills.
  • Familiarity with operating a Quality Program for a Federal Construction General Contractor supporting a Department of Energy.
  • Experience with Quality Management Systems.
  • Experience with Lean methodologies.
  • Knowledge of National Fire Protection Association codes and standards.
  • Knowledge of International Building Code.
  • Knowledge of National Electrical Code.
Responsibilities
  • Manage the quality control program – develop inspection checklists, develop audit schedules, validate work authorization requirements, implement quality control plan consistent with DOE Orders, track and submit all required daily QC Reports, and supervise the quality specialist.
  • Manage customer satisfaction program: respond to customer complaints, conduct customer follow-up on work performed, track programs statistics.
  • Subject matter expert on quality management concerns: track USG Quality Assurance Surveillance Plan, meet with Government evaluators and Contracting Officer’s Representative, track all non-conformances and corrective action plans.
  • Develop metrics to track contract performance.
  • Utilize knowledge of International Building Code, National Fire Protection Association, Department of Energy Policies and Procedures, Occupational Safety and Health Administration requirements, and multi-trade standards of quality to ensure work is completed to standard and employees are working safely.
  • Inspect subcontractor performance against Design drawings and specifications.
  • Develops contract specific deliverables.
  • Preparing and approving the Quality Assurance Plan and quality assurance/quality control procedures.
  • Leading corrective action processes and managing nonconformance tracking.
  • Overseeing training programs and staff qualifications.
  • Conducting independent and management assessments.
  • Participating in work planning and hazard analysis.
  • Reviewing subcontractor quality programs and supplier evaluations.
  • Ensuring integration of quality objectives with other project management systems.
  • Supervising quality improvement initiatives and the Issues Management System.
  • Other duties as assigned.
Desired Qualifications
  • Code inspection/enforcement experience a plus.
  • Federal Construction management/inspection experience, specifically in demolition, excavation, and road construction a plus.
  • Completion of the course entitled Construction Quality Management for Contractors or ability to complete within 30 days of hire.
  • Completed the 30-hour OSHA Construction Safety course or ability to complete within 30 days of hire.
  • A comprehensive understanding of the United States Army Corps of Engineers 3-Phase Quality Control System.
  • A thorough understanding of multi-trade construction standards and code.
